Regarding the incident of more than 900 teachers failing to receive awards, on the morning of June 13, speaking with a reporter from Lao Dong Newspaper - Secretary of the Bac Ha District Party Committee Nguyen Duy Hoa affirmed: "These types of funds are charity work launched by Lao Cai province, not by the district. The district has done nothing wrong.
According to Mr. Hoa, the funds are not required to pay, but some people almost do not pay any funds. In addition, the regulation on participating in charity funds is a new criterion and condition for considering awards from 2024, but not before.
"Everything must still be strictly implemented to ensure fairness. However, the District Party Committee is directing the District People's Committee to continue reviewing the list of teachers to consider the second round of awards in the coming time to ensure humanity, not machines", the Secretary of the Bac Ha District Party Committee added.
According to Mr. Nguyen Minh Thuan - Deputy Director of the Department of Education and Training of Lao Cai province, the above funds are basically launched by the Vietnam Fatherland Front Committee of the province for all civil servants and public employees in the whole province. Some types and residential groups have also been deployed to the people.
"In my opinion, these funds are not mandatory but are based on the way they are spoken and the way they are mobilized. But we must mobilize to make all teachers proud of the tradition of helping each other, sharing of our people with each other. Thereby, to unify the responsibility of each individual with the community", Deputy Director of the Department of Education and Training of Lao Cai province shared.

Previously, on social networking platforms, information appeared that more than 900 teachers in Bac Ha, Lao Cai province were eliminated from the emulation review list due to not fully paying the charity fund.
Regarding this issue, the People's Committee of Bac Ha district has also sent an official report to the People's Committee of Lao Cai province regarding the above incident. In the report, the locality affirmed that it had complied with regulations.
The report shows that in the recent emulation review, 923/1,439 collectives and individuals proposed awards in the 2024-2025 school year that were not eligible, with the reason of not participating in social and charity work launched by agencies, units and localities.
"Therefore, the reward for collectives and individuals in the 2024-2025 school year of Bac Ha district has been implemented in accordance with the Central Emulation and Reward Law and the Decision of Lao Cai Provincial People's Committee as well as regulations and guiding documents for superiors" - the report stated.
