A series of major policy decisions on education are issued
On August 22, 2025, the Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development, affirming that education and training is a decisive factor in the future of the nation, a key driving force for the country's breakthrough development.
Previously, in more than 10 years of implementing Resolution No. 29-NQ/TW on fundamental and comprehensive renovation of education and training, our country has achieved many important results, creating a foundation for breakthroughs in education and training development in the spirit of Resolution No. 71-NQ/TW.
In addition to Resolution No. 71-NQ/TW, the Politburo has agreed to issue many strategic guidelines and policies on education and training such as: Free tuition fees for students from preschool to the end of public high school nationwide; agreeing on the policy of building a national target program for modernization and improving the quality of education and training in the period 2026 - 2035; agreeing on the policy of investing in the construction of 248 boarding primary and secondary schools in land border communes, of which 100 schools will be completed in 2026.
2025 is also considered a breakthrough year in building the education institution with 99 legal documents, resolutions, decrees, and circulars being issued and submitted for promulgation.
In one year, there were 4 draft laws in the field of education and training passed by the National Assembly, including: the Law on Teachers; the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education (amended); and the Law on Vocational Education (amended).
In addition, the Ministry of Education and Training has presided over advising on the development and submission to the National Assembly for promulgation of 4 resolutions, including: Resolution on universalizing preschool education for children from 3-5 years old; Resolution on tuition fee exemption and support for preschool children, general education students, and people studying general education programs in educational institutions under the national education system; Resolution on a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development; Resolution on investment policy on the National Target Program for modernization and improvement of the quality of education and training in the period 2026-2035.
These are important and comprehensive legal foundations to operate a modern, synchronous, and effective education system in the coming time.

Arranging and streamlining the organizational structure
In 2025, the organizational structure of the Ministry of Education and Training includes 18 units, reducing 1 General Department to a Department; reducing 6 Departments. The Ministry of Education and Training has also completed the reception of the state management function on vocational education from the Ministry of Labor, Invalids and Social Affairs; arranging the Inspection agency under the Ministry to the Government Inspectorate.
Completing the cycle of innovating general education programs and textbooks; organizing the first high school graduation exam according to the 2018 General Education Program.
2025 marks the completion of a complete cycle of implementing general education programs and textbooks from grades 1 to 12, achieving many results in both breadth and depth.
This is also the year the Ministry of Education and Training implements the policy of using a unified set of textbooks nationwide from the 2026-2027 school year and by 2030 to provide them free of charge to all students according to Resolution 71-NQ/TW of the Politburo and Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development.
The 2025 high school graduation exam is the first exam for students under the 2018 General Education Program, and at the same time, it must still ensure exam work for students taking the exam under the 2006 General Education Program. The exam is organized in the context of rearranging the inspection system at all levels, ending the operation of district-level police. The organization of the exam is carried out with local authorities at 3 levels, but the work of grading and announcing exam results is carried out with local authorities at 2 levels.

Key education continues to be promoted and achieves many proud results.
In 2025, Vietnam had 7 delegations with 37 students participating in international and regional Olympic competitions. As a result, all contestants won prizes, including 13 gold medals, 16 silver medals and 8 bronze medals - an increase of 1 gold medal, 1 silver medal compared to 2024 and the highest in many years.
In the first "departure", all 8 members of the Vietnamese national team participating in the 2025 International Artificial Intelligence Olympiad won prizes, including 3 Gold medals, 1 Silver medal, 3 Bronze medals and 1 Certificate of Merit, putting Vietnam 4th/60 participating countries.
In addition, Vietnamese students also achieved outstanding results in many other exams such as: 2nd International Mathematical Olympiad in Turkmenistan; 9th European Physics Olympiad in Bulgaria; Mendeleev International Chemistry Olympiad; Abu Rayhan-Beruni International Chemistry Olympiad; Artificial Intelligence Olympiad in China.
In particular, 2025 marks the first time the Vietnamese delegation has achieved the highest achievement at the International Science and Engineering Fair (ISEF) in the United States with 2 Second Prizes, 1 Third Prize, 3 Fourth Prizes and 4 Special Prizes from sponsors. This is the highest achievement since Vietnam started participating in ISEF in 2013.
Higher education has a breakthrough
In 2025, for the first time, up to 16 Vietnamese higher education institutions entered THE Impact Rankings. Enrollment in STEM majors increased sharply, with the number of candidates registering for first choice increasing by 10.5%. The high benchmark scores for pedagogical majors training teachers, strategic technology majors, science and technology, and semiconductor training show social trust and the resurgence of the pedagogical sector and the science and technology sector.

Digital transformation, making English a second language in schools
In 2025, the education sector database system was basically completed with 24.55 million applications connected to the national database. In 2025, the Ministry of Education and Training developed and submitted to the Prime Minister for promulgation Decision No. 2371/QD-TTg dated October 27, 2025 approving the Project "Making English a second language in schools in the period 2025-2035, vision to 2045".
Currently, the Ministry of Education and Training has developed a plan to implement the above decision to improve English proficiency for children, students, contributing to the development of Vietnamese people in the scientific and technological age, digital age, and strengthening international integration.
