The Ministry of Education and Training (MOET) has just issued Document Circular No. 26/2025/TT-BGDDT amending and supplementing a number of articles of the Circulars of the Minister of Education and Training on decentralization, decentralization and decentralization of authority to perform state management tasks of local authorities at two levels in the field of education.
The outstanding new point of the Circular is the adjustment of authority from district level to commune level for many contents of education management, especially in the fields of general education, continuing education, vocational education - continuing education.
Accordingly, many tasks previously under the authority of the Department of Education and Training or the District People's Committee are now transferred to the Chairman of the Commune People's Committee to directly decide and organize implementation, contributing to shortening the process and improving the proactiveness of the grassroots level.
The Circular also abolishes and replaces many phrases and regulations that are no longer appropriate, ensuring uniform terminology and authority in specialized circulars of the Ministry of Education and Training.

One content that is of concern to public opinion and educational institutions is the adjustment of authority in considering and recognizing high school graduation.
According to the new regulations, the Council for considering graduation recognition is established by the Chairman of the Commune-level People's Committee; the approval of the list and issuance of graduation recognition decisions are also carried out at the commune level based on the request of the educational institution. This regulation aims to increase decentralization, reduce intermediate levels, and ensure timeliness and convenience for learners.
Circular 26/2025/TT-BGDDT also amends and supplements many regulations related to continuing education centers, vocational education - continuing education centers, as well as life skills education and extracurricular education activities. Management authority is adjusted in a clear direction, specifically defining the responsibilities of commune-level People's Committees, provincial-level People's Committees and the Ministry of Education and Training, ensuring synchronization in direction and implementation.
Another noteworthy new point is the clear regulation of the reporting and collection process of educational data through the management information system, especially in the work of universal education and literacy.
The commune level, provincial level and the Ministry of Education and Training are clearly defined as responsible for importing data, summarizing and reporting on the electronic system, contributing to improving transparency, accuracy and management efficiency.
