According to many teachers, monthly seniority allowances are an additional income, helping teachers cover their living expenses. More importantly, this is also a form of recognition and gratitude for the great contributions of teachers in the education cause. Future generations of teachers will also have more motivation to strive to stay in the profession for longer.
Therefore, in the past, there have been many questions and concerns from teachers regarding the calculation of seniority allowances for teachers. Among them, there is a question from Mr. V.V.L sent to the Ministry of Education and Training.
According to Mr. V.L, the 25% preferential allowance for teachers according to Decision No. 244/2005/QD-TTg currently has instructions on how to calculate as follows:
The level of preferential allowances enjoyed = Basic salary x [ salary coefficient according to current rank and grade + leadership position allowance coefficient (if any) + % (depending on coefficient) seniority allowance exceeding the framework (if any) ] x percentage of preferential allowance. The unit I work for is dividing into 2 calculation methods: the beneficiaries are 100% and the subjects are teachers who teach directly. Accordingly:
- Teachers are paid 100% of preferential allowances for teachers (subsidy of 25%): Applicable subjects are teachers with a doctorate degree, Heads of affiliated units (except for autonomous units), Chairman of the Trade Union, Secretary of the Ho Chi Minh Communist Youth Union.
Formula for calculating: Monthly teacher's allowance = [(Salary coefficient + Position allowance coefficient + Seniority coefficient exceeding the framework (if any) ] x Basic salary x Preferential allowance coefficient.
- Teachers are paid according to the direct teaching volume (Support of 25%): Applicable subjects are teachers who teach directly in professional departments; teachers who concurrently work in the administrative sector.
Formula for calculating: Monthly teacher's preferential allowance = [(Salary coefficient + Position allowance coefficient + Seniority coefficient exceeding the framework (if any)] x Basic salary x Preferential allowance coefficient x Direct teaching volume 1 year/Norm teaching hours 1 year.
Mr. V.L asked: "Is the calculation that my unit is implementing in accordance with regulations?"
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
The preferential allowance regime for teachers is being implemented according to the provisions of Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister, guided in Joint Circular No. 01/2006/TTLT-BGDDT-BNV-BTC dated January 23, 2005.
Accordingly, the preferential allowance level is = basic salary x [ salary coefficient according to current salary scale and grade + leadership position allowance coefficient (if any) + % (according to coefficient) seniority allowance beyond the framework (if any) ] x percentage of preferential allowance.
