Before July 2020, Mr. Ninh Duc Hieu (Dak Lak) was a civil servant, holding the professional title of Grade II Secondary School Teacher (code V.07.07.11. Since July 2020, he has been accepted into civil service, holding the rank of specialist (code 01.003).
When the district-level apparatus ended according to the general policy, Mr. Hieu wished to work at a secondary school. Mr. Hieu has met all the conditions to be appointed as a Grade II junior high school teacher, code V.07.04.31 according to the provisions of Circular No. 03/2021/TT-BGDDT of the Minister of Education and Training.
Mr. Hieu asked, if he is transferred to a secondary school, will he be considered for transfer to the professional title of Grade II secondary school teacher, code V.07.07.31 as prescribed in Circular No. 03/2021/TT-BGDDT?
Regarding this issue, the Ministry of Education and Training responded as follows:
The transfer of the professional title of teacher is implemented according to the provisions of Article 30 of Decree No. 115/2020/ND-CP and ensures the principles stipulated in Clause 5, Article 5 of Circular No. 08/2023/TT-BGDDT, in which it is necessary to note:
"a) Appointment to the professional title rank corresponding to the current professional title rank when meeting the standards of the appointed professional title rank and transfer to the salary coefficient equal to or higher than the most recent of the transferred rank according to the instructions in Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary classification when upgrading, transferring ranks, transferring types of civil servants and public employees and according to current regulations of law;
b) When changing professional titles, it is not combined with promotion of professional titles, not combined with salary increase".
Currently, the specialist rank and professional title of Grade III junior high school teacher are applied on the same salary scale (class A1 has a starting salary coefficient of 2.34). Therefore, Mr. Ninh Duc Hieu will be transferred to the professional title of Grade III junior high school teacher.
