Reduce extra study pressure and improve learning efficiency

Reporting at the working session, Minister Hoang Minh Son focused on clarifying the achieved results, difficulties and obstacles, and proposing solutions to major issues of the sector such as ensuring a teaching staff, reducing learning and exam pressure, preparing conditions for the new school year, and building a safe educational environment.
According to the Minister, teacher shortages are still a major difficulty for the sector, both comprehensive and local. The ratio of students/teachers in Vietnam is still much higher than in countries with developed education systems, while this is one of the indicators reflecting the quality of education. The Minister said that in the long term, it is necessary to ensure sufficient teachers according to norms; and at the same time continue to arrange the school network, gradually overcoming the situation of local teacher surplus and shortage.
Referring to reducing study pressure and exams, the minister emphasized that the fundamental solution is to ensure "enough schools, enough classes, enough teachers". When the response capacity of the education system is balanced with the learning needs of the people, exam pressure will decrease.
In addition, the Ministry of Education and Training is promoting digital transformation, researching and developing AI tutoring applications to support students' self-study, contributing to reducing extra learning pressure and improving learning efficiency.
To make innovation substantive, the decisive factor is the teaching staff.
Exchanging at the working session, Standing Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that for innovation policies to become substantive, the decisive factor is still the teaching staff.

According to the Deputy Minister, teachers are not only knowledge transmitters but also the force directly implementing digital transformation, innovating teaching methods and applying artificial intelligence in education. Reality shows that, thanks to the staff development policies in the past, the quality of input to pedagogical schools has been increasingly improved, and many young teachers have professional capacity and good adaptability to innovation requirements.
Regarding the arrangement of the school network, the Deputy Minister said that the Ministry of Education and Training is urgently completing the standards and criteria for implementation according to the roadmap. The arrangement is not only aimed at streamlining management focal points but also creating conditions to harmonize and effectively use the teaching staff, gradually overcoming the situation of local surplus and shortage between educational institutions. The implementation process will be implemented cautiously, ensuring that it does not affect students' learning.
Referring to the issue of reducing study and exam pressure, the Deputy Minister said that it is necessary to recognize the correct causes. The Ministry of Education and Training does not stipulate that localities must organize entrance exams to grade 10; many localities are implementing admissions. Pressure only arises in places that do not meet the needs for schools and academic targets.
Therefore, along with continuing to invest in facilities and expand the responsive capacity of the education system, the Ministry will review the general education program in the direction of streamlining, strengthening practical and experiential activities, promoting STEM education and digital transformation.
