The Ministry of Education and Training (MOET) has just sent a document to a number of Departments of Education and Training to collect comments on the draft Circular amending and supplementing Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training (Circular 29.9) regulating extra teaching and learning before posting for public opinions from relevant agencies, organizations and individuals on the Ministry of Education and Training's Electronic Information Portal.
The Ministry said that the amended and supplemented contents of the Circular aim to ensure that it meets practical requirements in the management of extra teaching and learning, consistent with the provisions of the amended and supplemented Education Law; the Law on Organization of Government; the Law on Teachers and other relevant laws.
More flexible in extra teaching hours in schools
According to Circular No. 29, there are three subjects allowed to teach extra classes at school that do not collect tuition fees from students and are only reserved for students who register for extra classes for each subject, including: Students with unsatisfactory final year results; students selected by the school to train excellent students; senior students voluntarily register to review for entrance exams and review for graduation exams according to the school's education plan.

Regarding the duration of extra teaching in schools, Circular 29 stipulates that each subject is organized for extra teaching no more than 2 periods/week (Point c, Clause 4, Article 5).
In the process of implementing Circular 29, receiving the opinions of many voters, organizations and individuals, the Ministry of Education and Training plans to adjust and amend the regulations in Point c, Clause 4, Article 5 of Circular 29 in the direction of: Allowing more flexibility in the duration of extra teaching in schools, through empowering the Director of the Department of Education and Training to decide on cases as proposed by the Principal of the school.
Specifically, according to the draft Circular on amendments and supplements, school principals should base on the practical conditions of the school (regarding facilities, teaching staff, time to organize second session according to the school's education plan, budget allocated...) to consider the necessity, suitability, and add extra teaching and learning time for some students of the school to propose to the Director of the Department of Education and Training to consider and decide for the benefit of students.
This amendment and supplementation still ensures the core principle of Circular No. 29 on the management of extra teaching and learning in schools, which is not to collect money from students, not to increase learning pressure, not to limit students' right to study; to improve the quality of regular school hours, spend time and space for students to experience, practice, and practice through educational activities according to personal needs for comprehensive development.
Stricter regulations on reports of teachers participating in extra-curricular teaching
The draft Circular amends and supplements the requirements for business registration for organizations or individuals organizing extra-curricular teaching and learning activities with fees collected from students to comply with the provisions of the new Enterprise Law when diversifying types of enterprises.
The draft Circular supplements regulations on regular updating on the electronic information portal or posting at the location of the tutoring facility when publicizing information for organizations of tutoring and extra-curricular activities outside of school to increase the effectiveness of timely supervision by society.
The draft Circular also stipulates more strictly the reporting of teachers teaching at schools when participating in extra-curricular teaching. Accordingly, teachers must report before starting and update the report when there is a change in one of the report contents. This regulation aims to strengthen the management responsibility of the Principal.
Towards eliminating the "performance disease" in education
Draft Circular amending and supplementing the responsibilities of the People's Committees at the commune level (transferring the responsibilities of the previous district-level People's Committees to the commune-level People's Committees) and the provincial level to comply with the Law on Organization of Local Government No. 72/2025/QH15 dated June 16, 2025.
The amendment and supplementation of the Circular continues to affirm the spirit of the interest of students, in accordance with the Law on Teachers No. 73/2025/QH15 when strictly prohibiting teachers from "Forcing students to participate in extra classes in any form", maintaining the image and dignity of teachers according to the provisions of the 2019 Education Law on prohibited acts in educational institutions.
The amendment and supplementation of Circular No. 29 also contributes to ensuring legal and fair benefits for teachers teaching different subjects in schools; helping students eliminate the tendencies to value certain subjects, towards eliminating achievement diseases in education.
