The Ministry of Education and Training has just drafted to amend and supplement Circular 29 on extra teaching and learning, and sent it to 10 localities for comments, including: Hanoi, Ho Chi Minh City, Hai Phong, Bac Ninh, Ninh Binh, Hung Yen, Thanh Hoa, Nghe An, Hue City, Da Nang.
According to the draft, the Ministry of Education and Training plans to continue teaching at school for the purpose of organizing no more than 2 periods/week for each subject, but adds: Except in special cases, the Director of the Department of Education and Training shall consider and decide upon the proposal of the principal or head of the school. However, the Ministry of Education and Training did not specify which "special cases" include criteria.
In addition, the Ministry of Education and Training also plans to require teachers who teach extra classes outside of school to publicly disclose and regularly update subjects, time, location, form, list of students and tuition fees. The factor of "regular updates" is not mentioned in current regulations.
Another change is that the People's Committees at the commune level will manage, guide and inspect extra teaching and learning activities in the area, handle or recommend competent authorities to handle violations.
The Ministry of Education and Training requested 11 localities to submit comments before December 7, to complete and collect public opinions.
Circular 29 officially issued by the Ministry of Education and Training, effective from February 14, 2025, stipulates that extra teaching and learning in schools.
Circular 29 has 3 new outstanding points, including:
No extra teaching or learning for primary school students, except for cases of training in arts, physical education, life skills training; no extra teaching for students who have been taught by the school for 2 sessions/day;
extra teaching and learning at school is not subject to fees from students and is only for three subjects under the responsibility of the school;
Teachers who are teaching at schools are not allowed to teach extra classes outside of school with fees for their students; organizations and individuals organizing extra classes and extra classes with fees for students must do so publicly, transparently, and in accordance with the provisions of law.
The Ministry of Education and Training affirmed its viewpoint, issuing Circular 29 to better manage extra teaching and learning activities, not to ban or " tighten" these activities.
At the same time, the organization of extra teaching and learning must ensure that it does not affect the organization of the implementation of the school's educational program or the subject program of teachers.
