The Ministry of Education and Training has answered teachers' questions about whether primary school teachers are allowed to open extra language classes outside of school.

The issue of extra teaching and learning has always received much attention from society.

Currently, regulations on extra teaching and learning are stipulated in Circular 29/2024/TT-BGDDT of the Ministry of Education and Training. The Ministry of Education and Training also received many questions related to regulations on tutoring, including a question from Ms. Quynh Anh.

Specifically, Ms. Quynh Anh asked: "If primary school teachers register for business, declare taxes, open English communication programs (all ages from 7 to 10), do not teach the Ministry's program, if parents proactively register to study, will they violate regulations? ".

The Ministry of Education and Training responds to this issue as follows:

The concept of extra teaching and learning has been clearly stipulated in Clause 1, Article 2 of Circular 29/2024/TT-BGDDT, accordingly: "Extra teaching and learning is an additional teaching activity outside the time limit prescribed in the educational plan for subjects and educational activities (hereinafter referred to as subjects) in the General Education Program, the Continuing Education Program at the junior high school level, and the Continuing Education Program at the high school level issued by the Minister of Education and Training".

Therefore, Ms. Quynh Anh's organization of teaching English subjects outside the general education program is not subject to regulation and is subject to Circular No. 29/2024/TT-BGDDT.
