Ms. Trieu Hang (Kien Giang) sent a reflection to the Ministry of Education and Training, requesting clarification on regulations on training standards for secondary school teachers.
According to Ms. Hang, she has a bachelor's degree in Law and a certificate in teaching Civic Education at junior high school, so can she be a teacher of Civic Education at junior high school?
Regarding this issue, the Ministry of Education and Training responded as follows:
The standard training level of secondary school teachers is implemented according to the provisions at Point b Clause 1 Article 72 of the 2019 Law on Education.
In which, a bachelor's degree in teacher training or higher is required for primary, middle and high school teachers. In case the subject does not have enough teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a relevant major and a certificate of pedagogical training.
To determine the suitability of a Bachelor of Law degree for teaching Civic Education at the secondary level, the Ministry of Education and Training recommends that Ms. Trieu Hang contact the local recruitment authority directly.
It should be noted that: "A bachelor's degree in a major that meets the training standards for primary, secondary and high school teachers is determined to be a bachelor's degree in a major in teacher training or a bachelor's degree in a major not related to teacher training, but in which the training program of that major includes subjects or modules (belonging to the specialized knowledge block) that ensure the requirements for teaching specific subjects in the General Education Program.
The head of the competent authority managing the educational institution shall decide or coordinate with the training institution (where the degree is granted) to determine the suitability of the bachelor's degree for a specific subject in the General Education Program" (Clause 9, Article 5 of Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training amending and supplementing a number of articles of Circulars No. 01, 02, 03, 04/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, standards for professional titles and appointment and salary arrangement for teaching staff in public preschool and general education institutions).
