Recently, Tran Phu Primary School, Ha Tinh City, Ha Tinh Province, held a meeting and proposed disciplinary action against the homeroom teacher of class 1B for organizing extra tutoring at home.
Previously, on December 4, people reported that this teacher organized illegal tutoring for first graders at her private home in Tran Phu Ward (Ha Tinh City). The case of the teacher mentioned above made many people question, according to current regulations, in which cases are teachers allowed to tutor and whether they are allowed to tutor their own students in class.
Currently, the Ministry of Education and Training is in the process of developing and completing a new draft circular on regulations on extra teaching and learning.
The draft has many new points, including the regulation: The professional group organizes meetings to agree on proposals with the principal on additional teaching and learning for subjects undertaken by the professional group.
The principal, based on the proposals of the professional groups, organizes and unifies the organization of extra teaching and learning in which subjects and in which grades, ensuring practicality, fairness, transparency, and for the benefit of students.
The draft also provides new regulations on the need to be public when organizing extra teaching and learning. Specifically: Schools must publicize the organization of extra teaching and learning, including the objectives, content, duration, tuition fees, and list of teachers teaching extra by subject, in each grade, so that students who wish to take extra classes can voluntarily register for extra classes.
The school's plan for organizing extra teaching and learning is made public on the school's website and notified to parents.
Thus, the draft circular does not prohibit teachers from tutoring their own students when students and parents really have a need.
When effective, this Circular will replace Circular No. 17/2012/TT-BGDDT dated May 16, 2012 of the Ministry of Education and Training promulgating Regulations on extra teaching and learning.
However, currently, when the draft has not yet taken effect, regulations on extra teaching and learning are still implemented according to Circular No. 17/2012/TT-BGDDT.
According to Circular 17/2012/TT-BGDDT issued by the Ministry of Education and Training, in principle, the subjects of extra classes are students who have the need, voluntarily take extra classes and have their families' consent; no form of coercion is allowed to be used to force students' families and students to take extra classes.
Do not organize extra classes according to regular classes; students in the same extra class must have equivalent academic ability.
No extra teaching for students who have been organized by the school to study 2 sessions/day.
No extra teaching for primary school students, except in cases of art, physical education, and life skills training.
Public school teachers are not allowed to organize extra classes or tutoring outside of school, but can participate in extra classes outside of school; they are not allowed to teach extra classes outside of school to students that they are teaching in their regular classes without permission from the head of the teacher management agency.
