Ms. Pham Thi Yen Vi graduated from a pedagogical college in 2006, has been teaching at a public secondary school since then, and has completed her tasks well or better every year.
In 2012, Ms. Yen Vi had a university degree in pedagogical subjects in the same major she was teaching, but has not yet been considered for promotion to the rank of Grade II Secondary School Teacher because the school has exceeded the quota.
Ms. Yen Vi asked, is that correct? What should you do to be considered for promotion?
The Ministry of Education and Training responds to this issue as follows:
Clause 1, Article 31 of Decree No. 115/2020/ND-CP has been amended and supplemented in Clause 38, Article 1 of Decree No. 85/2023/ND-CP stipulates: "The consideration of promotion of professional titles must be based on job position, professional title standards and in accordance with the structure of civil servants according to professional titles of public service units approved by competent authorities".
In Official Dispatch No. 64/BNV-CCVC dated January 5, 2024, the Ministry of Home Affairs guides the determination of the structure of civil servant professional title rankings to serve as a basis for organizing promotion of professional titles.
Accordingly, if the educational institution has a need and still has a rate of professional title rankings, it can send teachers to participate in promotion of professional titles according to the local plan.
However, if the educational institution has achieved or exceeded the professional title ranking rate according to Official Dispatch No. 64/BNV-CCVC, it cannot send teachers to participate in the promotion of professional titles.
