Ms. Nguyen Thi Kim Dung has been an intermediate teacher at the secretary's office for 10 years.
In 2017, Ms. Dung was considered for a professional title transfer to Primary School Teacher (middle-level).
In 2019, Ms. Dung received a university degree in elementary education but it was not until 2022 that she was granted the Grade III primary school teacher status.
Ms. Dung asked: "Is my time working as a library counted as the time holding the rank to be the basis for considering the transfer to the Grade II Primary School Teacher? According to regulations, civil servants with higher achievements in professional activities recognized by competent authorities will be given priority.

I became an excellent homeroom teacher at the district level 5 years ago and if I became an excellent homeroom teacher at the school level this year, will my achievements at the district level be counted or will I only count the achievements of the most recent year? ".

The standards and conditions for considering promotion to the professional title of Grade II Primary School Teacher (code V.07.03.28) are implemented according to the provisions of Article 5 of Circular No. 13/2024/TT-BGDDT. Including the condition: " Meeting the requirements for the duration of holding the professional title of Grade III Primary School Teacher (including the duration of holding the equivalent rank) as prescribed in Clause 4, Article 2 of Circular No. 08/2023/TT-BGDDT...".
The time is included in the professional title of Grade III Primary School Teacher (code V.07.03.29) according to the provisions of Clause 2, Article 13 of Circular No. 13/2024/TT-BGDDT.
In addition, according to the Government's regulations in Decree No. 115/2020/ND-CP dated September 25, 2020 on the recruitment, use and management of civil servants, when civil servants change job positions and the job title they are holding is not in accordance with the requirements of the new job position, the competent authority will carry out the consideration of transferring the job title (Clause 1, Article 30.0) and must ensure the principle of transferring from this job title to another job title corresponding to the same level of work complexity as the requirements of the job position (Clause 1, Article 29) and the civil servant considered for transferring the job title must meet the requirements of the transferred job title (Clause 2, Article 30).
In the case of Ms. Nguyen Thi Kim Dung, the Ministry of Education and Training recommends contacting directly the competent authority to appoint, transfer professional titles, and promote the professional title of primary school teachers according to local qualifications for specific answers.
