Ms. Vo Thi Ngoc Bich said that she was recruited in 2002 with a college degree in pedagogical education. Through her time working and social requirements, I studied and completed my university degree 10 years ago but still did not receive my university salary.
In the recent reorganization of junior high school teachers, she was still ranked III despite fully meeting the requirements and certificates of training to upgrade to a Grade II teacher.

Ms. Ngoc Bich asked: "Where do I need to send a petition to get my rights resolved?"
The Ministry of Education and Training responds to this issue as follows:
To be appointed to the professional title of Grade II Secondary School Teacher (code V.07.07.31), Ms. Vo Thi Ngoc Bich must meet the standards for the professional title of Grade II Secondary School Teacher and achieve results in the promotion exam from Grade III to Grade II organized by the competent authority.
In particular, the standards and conditions for considering promotion of the professional title of Grade II Secondary School Teacher (code V.07.07.31) are implemented according to the provisions of Article 7 of Circular No. 13/2024/TT-BGDDT.
Request Ms. Bich to study, prepare the necessary standards and conditions and register to consider promotion of the professional title of Secondary School Teacher from Grade III to Grade II when organized by the local competent authority.
Article 7 of Circular No. 13/2024/TT-BGDDT stipulates the Standards and conditions for considering promotion of the professional title of grade II secondary school teachers (code V.07.07.04.31) as follows:
Secondary school teachers are eligible to register to be considered for promotion to the professional title of Grade II secondary school teachers (code V.07.07.31) when meeting the following standards and conditions:
1. Having been appointed to the professional title of Grade III junior high school teacher (code V.07.07.32).
2. During the period of holding the professional title of Grade III junior high school teacher and equivalent, having 3 consecutive years of work before the year of consideration for promotion to a professional title, the quality is classified as having completed the task well or better; having good political qualities and professional ethics; not within the disciplinary period; not within the period of implementing regulations related to discipline according to the Party's regulations and the law.
3. Meet the standards on training and fostering qualifications of the professional title of Grade II junior high school teacher as prescribed in Point a, Clause 3, Article 4 of Circular No. 03/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, professional title standards and appointment and salary arrangement for teaching staff in public secondary schools and Clause 2, Article 3 of Circular No. 08/2023/TT-BGDDT.
4. Meet the standards on professional competence and skills of the professional title of junior high school teacher grade II as prescribed in Point a, Point b, Point c, Point d, Point d, Point e, Point g, Point i, Clause 4, Article 4 of Circular No. 03/2021/TT-BGDDT and Clause 3, Article 3 of Circular No. 08/2023/TT-BGDDT.
5. Meet the requirements for the duration of holding the professional title of Grade III junior high school teacher (including the duration of holding the equivalent rank) as prescribed in Clause 4, Article 3 of Circular No. 08/2023/TT-BGDDT. In case the teacher before being recruited or accepted has worked in accordance with the provisions of law and has paid compulsory social insurance, it shall comply with the Government's regulations in Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP, which has been amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023/ND-CP.
