Accelerating the progress of arranging educational non-business units
Nghe An Department of Education and Training has just sent a document to the People's Committees of communes and wards in the province, requesting to review the current situation and develop a plan to arrange the network of preschool, primary and secondary education institutions in the period 2026-2030, with a vision to 2050.
In which, the Department requires localities to identify schools with small scale below the standard level to propose merger.
Kindergarten level: Region 1 under 180 children; region 2 under 240 children; region 3 under 300 children. Primary school level: Region 1 under 250 students; region 2 under 300 students; region 3 under 300 students. Secondary school level: Region 1 under 420 students; region 2 under 480 students; region 3 under 540 students. In which region 1 is the wards belonging to Vinh city (old), region 3 is the communes belonging to 6 high mountainous districts (old). Region 2 is the remaining localities.
In Hanoi, there are currently 126 commune and ward units with nearly 3,000 educational institutions. Implementing the direction of the Central Government and the city, the Hanoi Department of Education and Training has reviewed and proposed a plan for arranging and reorganizing public educational institutions.
Maintain 124 high schools, specialized high schools and inter-level schools with the highest level of education being high school. For kindergartens, the number of schools after arrangement is 788, a decrease of 23 schools. The number of primary schools after arrangement is 724 schools, a decrease of 3 schools. The number of secondary schools after arrangement is 606 schools, a decrease of 1 school. At the same time, the city will have one more inter-level primary and secondary school. The arrangement of preschool, general education and continuing education institutions will be completed before December 31, 2025.
In Dong Nai, the Provincial People's Committee has also issued an Official Dispatch urging the arrangement of the organizational structure and network of public educational institutions.
According to the official dispatch, the People's Committee proposed to accelerate the progress of arranging kindergartens, primary schools, secondary schools, and inter-level schools according to the plan.
The review and reorganization of the apparatus and network of public educational institutions in accordance with the guidance and regulations of the Ministry of Education and Training ensures streamlining, convenience in organizing teaching activities and suitability to the local situation.
Focus on forming, maintaining, and developing models of ethnic boarding schools, semi-boarding ethnic boarding schools, and inter-level boarding schools for students in commune centers or inter-communes to create favorable conditions for students.
This province also requests the handover of dossiers, assets, facilities, and personnel when merging and dissolving in accordance with the law.
Resolutely handle small-scale establishments
Regarding the arrangement of schools, Minister Nguyen Kim Son said that the review and arrangement of schools must be completed and reported to the Central Government before December 31, in which the locality fully assesses the scale, appropriate level and operational efficiency of each facility.

According to the Minister, the arrangement of kindergartens and general schools must be carried out cautiously, with a clear roadmap, absolutely not disrupting teaching and learning activities, especially when students are studying in the middle of the semester. Do not cause major disruption because of the arrangement requirement, affecting students' learning rights. The core goal of the arrangement is to organize teaching and management more effectively and conveniently, not to run after forced targets, not to impose rigid figures such as each commune having only one school left or reducing according to mandatory ratios. Some places need to reduce focal points, but there are also places where it is necessary to maintain or increase schools and classes, especially in densely populated residential areas, industrial parks, where schools are overloaded.
