The Ministry of Education and Training is seeking comments on the Draft Circular regulating the working regime for preschool teachers.
Each teacher does not concurrently perform more than 2 tasks
In Article 3, the Draft Circular specifically stipulates the principles for determining the working regime as follows:
The working hours of teachers are carried out according to the school year and converted into teaching hours, which includes the number of teaching hours in 01 day according to the teaching hours quota specified in Article 6 of this Circular; The working hours of principals and vice-principals ensure 40 hours/week, which includes the number of teaching hours in 1 week as specified in Article 7 of this Circular.

The assignment and arrangement of tasks for teachers must ensure regulations on teaching hours, working hours, and rest hours in accordance with the law; ensure publicity and fairness between teachers in the same school.
In addition to management tasks, principals and vice-principals must directly participate in teaching children.
Article 6 of the Draft Circular specifically stipulates teaching hours for teachers. Accordingly, the time to perform professional activities of preschool teachers includes direct teaching hours in class, preparation time for teaching hours in class, time to pick up and drop off children, and time to perform other professional tasks according to professional activities requirements.
The time to perform professional activities must ensure 8 hours/day and 40 hours/week.
The teaching time limit in 1 day for teachers teaching children's groups, kindergarten classes studying 2 sessions/day must teach directly in class for 5 hours and 30 minutes (excluding time to pick up and drop off children);
The norm for teachers teaching children's groups, kindergarten classes that study 1 session/day and must teach directly in class is 4 hours (excluding time to pick up and drop off children).
For principals and vice-principals, the draft circular stipulates that, in addition to leadership and management tasks, principals and vice-principals must directly participate in teaching children to grasp the content and objectives of the education program to improve the effectiveness of leadership and management work.
Specifically, the teaching time quota for 1 week for the principal is 2 hours; for the vice principal is 4 hours.
Principals and vice-principals are not allowed to convert the regime of reducing teaching time norms according to the provisions of Article 8 and Article 9 of this Circular to replace teaching time norms.
When teaching enough prescribed teaching hours, principals and vice-principals are allowed to convert professional activities according to the provisions of Article 11 of this Circular to calculate the total teaching hours when calculating extra teaching hours (if any).
Regulations on the regime of reducing teaching hours and converting professional activities into teaching hours
For teachers concurrently in charge of professional work, the Draft stipulates the regime of reducing teaching hours as follows:
Professional team leaders are reduced by 03 teaching hours/week.
Deputy heads of professional groups are reduced by 01 teaching hour/week.
For job positions that cannot be arranged for employees but must assign concurrent teachers, schools are allowed to use teaching hours to do that work, specifically as follows:
Teachers concurrently holding job positions supporting education for people with disabilities are reduced by 2 teaching hours/week.
Teachers concurrently holding clerical jobs are reduced by 02 teaching hours/week.
Teachers concurrently holding library positions (in charge of library departments) are reduced by 2 teaching hours/week.
Female kindergarten teachers with young children under 12 months old are entitled to reduced teaching hours
For other subjects, the regime of reducing teaching hours (Article 10) is as follows:
Teachers during probation periods are reduced by 5 teaching hours/week.
Female teachers with young children from 12 months or less are entitled to a reduction of 05 teaching hours/week.
Teachers during the time of medical examination and treatment (not exceeding the prescribed time) who are agreed upon by the school principal and have confirmation from a competent medical examination and treatment facility are not required to tutor and are calculated to teach enough teaching time on that day.
For teachers teaching classes with disabled children in inclusive learning, when teaching enough hours as prescribed in Clause 3, Article 6 of this Circular, for every 1 disabled child/class, each teacher is charged an additional 0.5 teaching hours/day.
