5 common tasks
Accordingly, the Ministry of Education and Training recommends that the Departments of Education and Training continue to effectively implement the current General Education Program; implement teaching 2 sessions/day for Primary Education and at institutions of secondary and high school education that meet the prescribed conditions.
Strengthen conditions to ensure the quality of education, develop a network of schools, build schools that meet national standards, invest in building boarding schools (according to the new model) in border communes; arrange a reasonable team of teachers; have appropriate and timely solutions to support local authorities at the commune level to effectively implement state management of education in the context of merging administrative boundaries and implementing local governance at two levels.

Innovating teaching methods and testing and evaluating students according to the orientation of developing students' qualities and abilities, creating opportunities and conditions for students to develop comprehensively; promoting STEM/STEAM education, digital abilities, artificial intelligence (AI), vocational education and controlling students after secondary and high school; improving the quality of English teaching, gradually making English the second language in schools.
Strengthen and improve the quality of universal education, ensure fairness in educational access; effectively implement ethnic education and inclusive education for students with disabilities.
Promote digital transformation and innovate school governance; strengthen inspection and supervision according to authority; focus on advising local Party committees to include education in general and general education in particular in the action program to implement the Resolutions of Congresses at all levels with specific tasks and targets suitable to the conditions of each locality.
Implementing teaching in accordance with the new context
In addition to general tasks, the Ministry of Education and Training also pointed out and noted the implementation of a number of specific tasks for the new school year 2025 - 2026, including implementing a general education program suitable to the new context, especially after the arrangement of provincial administrative boundaries and implementing the two-level local government model from July 1, 2025.
The Ministry of Education and Training requires instructing teachers to proactively review and adjust language materials in lessons, topics, and practical language materials in textbooks to suit local realities. At the same time, proactively select appropriate content and topics in approved local education documents, organize adjustments, integrate and flexibly use according to the cultural - social - geographical characteristics of the new administrative unit after the arrangement.
Strengthen inspection and supervision of the organization of silk selection of textbooks; manage extra teaching and learning
The Ministry of Education and Training requires the Departments of Education and Training to continue to strengthen inspection, supervision and guidance on the implementation of policies and laws on education and training in the context of adjusting administrative boundaries, streamlining the apparatus and implementing the two-level local government model.

Along with that, focus on inspecting the implementation of general education programs; organizing the selection and use of textbooks and reference publications; managing additional teaching and learning; activities of private general education institutions; implementing integrated education programs, foreign educational programs, teaching Vietnamese general education programs in foreign languages and compulsory educational content for Vietnamese students at private educational institutions allowed to implement foreign educational programs.
