Ms. Dinh Thi Bich (Phu Tho) is a secondary school teacher, entering the payroll in January 2008, ranked 15a202. 1 year of probation, until January 2009, Ms. Bich officially joined.
Ms. Bich held rank 15a202 until 2016, then was ranked in the professional title of Secondary School Teacher rank III, code V.07. 04. 12. By 2022, she was ranked in the new rank III code V.07. 04. 32.
In December 2024, the school had a promotion consideration for rank II (code V.07. 04.31), but because she did not have enough years of holding rank, which is 9 years of rank III, she was not considered. Ms. Bich asked, is it true that her case did not have enough 9 years of holding the rank of Secondary School Teacher of rank III?
Regarding this issue, the Ministry of Education and Training answers as follows:
The time counted in the time of holding the professional title of Secondary School Teacher rank III (code V.07. 04. 32) according to the provisions of Clause 3, Article 13 of Circular No. 13/2024/TT-BGDĐT includes:
a) Time of holding the professional title of Secondary School Teacher rank III (code number V.07. 04. 32);
b) Time teachers hold the professional title of Secondary School Teacher rank III (code V.07. 04. 12);
c) Time teachers hold the rank of Secondary School Teacher (code number 15a. 202);
d) Other time determined by competent authorities equivalent to the ranks and ranks specified in points a, b, and c of this clause when teachers are transferred to the professional title of secondary school teacher;
d) Working time in accordance with the law, with compulsory social insurance contributions meeting the Government's regulations at point d, clause 1, Article 32 of Decree No. 115/2020/ND-CP amended and supplemented at clause 16, Article 1 of Decree No. 85/2023/ND-CP".
Thus, the entire time Ms. Dinh Thi Bich worked at the secondary school (excluding probationary time) is included in the time holding the professional title of Secondary School Teacher rank III (code number V.07. 04. 32).
