According to the assignment of the Board of Directors, Ms. Huynh Thu concurrently takes on universal education work, must regularly update records and data, coordinate with local departments and branches, monitor the situation of students going to class, maintain class sizes, summarize periodic reports..., taking a lot of time and pressure, especially during peak periods.

However, currently the regime of reducing teaching norms for teachers concurrently working in universal education has not been clearly regulated, causing difficulties in ensuring the time to complete official and concurrent teaching tasks.
Ms. Nhu proposed considering and promulgating specific regulations on reducing teaching hours for teachers concurrently working in universal education, similar to other concurrent tasks.
Regarding this issue, the Ministry of Education and Training answers as follows:
For teachers participating in universal education work, they have been paid remuneration according to the provisions of point a, clause 6, Article 5 of Circular No. 17/2022/TT-BTC dated March 8, 2022 of the Minister of Finance guiding the management and use of funds for the implementation of the Project "Building a learning society in the period 2021–2030".
Accordingly, the funding for investigation and survey activities serving the work of illiteracy eradication and preschool education universalization, primary education universalization and secondary education universalization is implemented according to the provisions of Circular No. 109/2016/TT-BTC.
On the other hand, according to the provisions of Clause 5, Article 3 of Circular No. 21/2025/TT-BGDĐT dated September 23, 2025 of the Minister of Education and Training stipulating the regime of paying overtime teaching salaries for teachers in public educational institutions, tasks that have been paid remuneration or allowances are not entitled to reduced teaching time norms or converted into teaching time.
Based on the above regulations, teachers participating in universal education work who have been paid remuneration according to the provisions of Circular No. 17/2022/TT-BTC and Circular No. 109/2016/TT-BTC do not perform the conversion of these tasks into teaching periods, ensuring compliance with the provisions of Circular No. 21/2025/TT-BGDĐT.
In the coming time, the Ministry of Education and Training will continue to research and review current legal documents, summarize the contents that are still inadequate in practice to advise competent authorities to consider and adjust, in order to ensure the rights of teachers and in accordance with the requirements of task implementation.
