The Ministry of Education and Training (MOET) has just sent a document to the Ministry of Home Affairs in an official dispatch on the arrangement of public service units under the direction of the Government.
The Ministry of Education and Training is assigned to review and reorganize affiliated units, including universities and vocational education institutions, and report the plan before September 25.

However, the Ministry said that this cannot be implemented yet, because it is taking the lead in developing a Project to rearrange and reorganize the university system and a Project to transfer a number of higher education institutions to local management to submit to the Prime Minister for consideration and decision in 2026. This task is based on Resolution No. 71 of the Politburo on breakthroughs in education and training development.
In addition, according to the Government's Action Program to implement Resolution No. 57 on breakthroughs in science, technology, innovation and national digital transformation, the Ministry of Education and Training is assigned the task of presiding over and coordinating with agencies and localities: Develop a Project to transfer multi-disciplinary and multi-disciplinary training institutions to the Ministry of Education and Training for management.
The schools under the Ministry will all be in these projects, the Ministry plans to propose combining the two projects into one, then submit them to the Prime Minister for consideration later.
"Therefore, the arrangement of higher education institutions and vocational training institutions under the Ministry of Education and Training cannot be implemented yet" - the Ministry of Education and Training stated.
Regarding the arrangement of vocational training institutions and continuing education institutions, the Ministry said that it is also facing difficulties and problems.
According to the orientation, vocational education centers and continuing education centers will be merged into vocational secondary schools equivalent to high school level.
However, Vocational High School is a new organization, which is being proposed in the draft revised Law on Vocational Education to be submitted to the National Assembly at the 10th session. Therefore, there is no legal basis to implement the above policy at present.
Similarly, with the orientation that each province and city should not have more than three vocational schools, the Ministry said that the current Education Law and the Vocational Education Law do not have such a concept, but only the type of college and intermediate schools.
Therefore, the Ministry proposed that the Steering Committee allow only to review and streamline vocational education and continuing education centers by inter-ward and commune areas. The organization of vocational secondary schools or merger into intermediate and college schools will be carried out after the vocational secondary school model is recognized.
In addition, the Ministry also proposed that the Steering Committee consider the characteristics of provinces and cities with large labor scale, which currently have many public colleges and secondary schools (Hanoi has 54 schools, Ho Chi Minh City has 62 schools, Hai Phong city has 19 schools, Ninh Binh province has 28 schools, Phu Tho province has 21 schools ...).
