On April 14, 2026, at the Headquarters, the Banking Academy organized a Conference to announce and award the Decision of the Governor of the State Bank of Vietnam on the appointment of Assoc. Prof. Dr. Bui Huu Toan - Secretary of the Party Committee, former Chairman of the Academy Council to hold the position of Director of the Banking Academy from April 15, 2026.
Consolidating the leadership apparatus, raising the status of the academy
At the conference, Governor Pham Duc An presented the decision and flowers to congratulate Assoc. Prof. Dr. Bui Huu Toan - Secretary of the Party Committee, Director of the Banking Academy.
The announcement and awarding of the appointment decision shows the concern of the leaders of the State Bank of Vietnam for the work of consolidating the management apparatus, and at the same time meets the requirements of improving the capacity to operate, manage and implement strategic tasks of the academy in the new context.
Speaking to direct the conference, Governor of the State Bank of Vietnam Pham Duc An said that among the 9 major resolutions of strategic significance of the Politburo, there are 2 resolutions directly related to scientific research, education and training. This shows that education and training play a particularly important role in the country's development strategy.
On that basis, the Governor affirmed the important position of the Banking Academy in training high-quality human resources for the industry, and at the same time oriented 9 key task groups in the fields of training, research, management and international integration.
The Academy needs to promote the application of digital technology and artificial intelligence in education and university governance; continue to innovate training programs towards standardization, modernization, and international integration; strengthen the connection between training and practice; improve the quality of the teaching staff; promote scientific research to effectively serve policy planning work; improve the university governance model towards autonomy, transparency, and efficiency; expand international cooperation; invest in the development of synchronous facilities; and at the same time enhance the position and brand of the Banking Academy at the regional and international levels.
Determination to successfully implement strategic tasks
Speaking to receive the assignment, Assoc. Prof. Dr. Bui Huu Toan expressed his appreciation for the trust of the Party Personnel Committee, leaders of the State Bank of Vietnam and the collective of the Banking Academy; and affirmed that he will build and implement a synchronous action program, ensuring concretization and effective implementation of the Governor's directions.
In that spirit, the Director of the Academy affirmed that he will focus on: Comprehensive digital transformation strategy, making technology and AI the core platform in training and management activities; Internationalizing training programs, ensuring practicality and adaptability for learners; Establishing an ecosystem of close connection between the Academy and the banking and business systems; Developing a teaching staff in the direction of international standards, with advanced research and teaching capabilities; Focusing on developing strong research groups, increasing scientific products with application value and policy advice;
Improve the management model towards modernity, flexibility, and improve operational efficiency. Expand in-depth international cooperation, enhance the position of the academy in the regional education network. Accelerate the progress of infrastructure investment; Comprehensively enhance the position of the Banking Academy associated with quality, prestige and innovation.
The appointment of the Director of the academy takes place in the context that higher education is facing a strong requirement for innovation in both management models and training quality. For the Banking Academy, the requirement for innovation becomes even clearer as this is a training institution directly under the State Bank of Vietnam, with functions and tasks closely linked to training high-quality human resources and applied research serving the industry.
