Must classify aspirations for pedagogy from 1-5
According to the new Enrollment Regulations issued by the Ministry of Education and Training, candidates are allowed to register a maximum of 15 aspirations for training majors at the university level and preschool education majors at the college level. But for pedagogical majors, only aspirations ranked from positions 1 to 5 are considered.
This means that if candidates place their pedagogical major in the 6th wish or lower, the admission system will not consider it, even if they achieve very high scores.
According to the admission principle, aspirations are arranged in order of priority from highest to lowest; if they meet the conditions for admission in many aspirations, candidates are only recognized as admitted in the highest aspiration.

Prof. Dr. Nguyen Tien Thao, Director of the Higher Education Department, Ministry of Education and Training, said that this adjustment contributes to saving costs for candidates, shortening the admission time and at the same time requires a more serious understanding of training majors, especially determining majors suitable to their abilities and strengths.
For teacher training programs supported by the state's training budget, candidates need to clearly define career goals by setting priority aspirations, he said that this new regulation also reduces the pressure for pedagogical universities to accurately determine the number of students enrolled to enjoy the budget and determine the job position after graduation.
Requirements for quality assurance threshold
In addition to regulations on priority order, the input quality assurance threshold for pedagogical majors continues to be tightened by the Ministry of Education and Training to ensure the quality of the teaching staff. Specifically, with the method of using high school graduation exam scores, the Minister of Education and Training will decide and announce the annual floor score.
For methods that do not use high school graduation exam results such as academic transcript review, competency assessment, interviews or a combination of many criteria, candidates must meet the floor score announced by the Ministry of Education and Training or meet other mandatory conditions.
For pedagogical majors, candidates must have excellent grade 12 academic results (or equivalent for vocational secondary school system) and a total score of 3 subjects in the high school graduation exam according to the admission combination of 18 points or higher, or a graduation consideration score of 8.5 or higher.
For physical education, music pedagogy, and fine arts pedagogy majors, the requirements are "softer": 12th grade academic performance is ranked "good" or higher and the total score of 3 high school graduation exam subjects is at least 16.5 points, or the graduation consideration score is 6.5 or higher.
For the preschool education training program at the college level, candidates need to have 12th grade academic performance achieving good or higher; the training institution is responsible for regulating and explaining the specific entrance threshold.
Pedagogy students are exempt from tuition fees and enjoy monthly living expenses
According to Decree 116/2020/ND-CP, pedagogical students and pedagogical students are supported by the state with tuition fees equal to the tuition fee level of the teacher training institution where they study. At the same time, each month, pedagogical students are supported by the State with VND 3.63 million/month to pay for living expenses during their study at the school. The time for supporting tuition fees and living expenses is determined according to the actual number of months of study at the school as prescribed, but not exceeding 10 months/school year.
In case of organizing teaching according to the credit institution, the teacher training institution can convert the support level to be consistent with the credit institution. The total support cost of the entire credit institution course does not exceed the regulated support level for the course per academic year.
Funds to support tuition fees and living expenses for pedagogical students are allocated in the annual state budget estimate for education and training at ministries, branches, and localities according to regulations and are allocated to teacher training institutions in the form of assigning estimates according to regulations;
In case the locality assigns tasks or orders the training of pedagogical students, the locality shall allocate funds from the local budget to pay the teacher training institution to support tuition fees and living expenses for pedagogical students;
After receiving support funds from a competent authority, the teacher training institution is responsible for paying living expense support money into the bank deposit account of pedagogical students before the 15th of each month.
