According to Circular 29, organizations or individuals organizing extracurricular activities and extracurricular activities outside of school that collect money from students must register for business in accordance with the provisions of law. Many teachers have gone to government agencies to complete procedures to register for extra teaching business households.
At the People's Committee of Hai Chau District (Da Nang City), the peak day since Circular 29 took effect, more than 100 applications for registration of tutoring business were submitted.
Mr. Thanh Huy (Hai Chau District) said: As a teacher teaching supplementary Math at the secondary and high school levels, when he learned about Circular 29, he proactively went to the district to carry out the registration procedures. This helps ensure that teaching activities are transparent and in accordance with regulations.


According to Ms. Nguyen Hoang Oanh - Deputy Head of the Finance - Planning Department of Hai Chau District, at the district's reception and return of results department, the average number of business registration records per peak day was 50 records, until Circular 29 took effect, people submitted records only for the field of extra classes and tutoring, sometimes more than 100 records, to the point that the system was suspended and could not be implemented.
"Currently, receiving documents is not difficult, but too many documents at the same time should put pressure on the processors. To overcome this, the department also arranged additional staff to receive and process documents on registration of additional teaching business in recent days," said Ms. Oanh.
Ms. Oanh informed that nearly 90% of the submitted documents are licensed because since the receipt stage, the District People's Committee has filtered and checked the documents and CCCD of the dossier submitter, and then received them.
There are only a few cases that arise related to online submission, those records are not given specific instructions, leading to lack of necessary documents and being rejected. After refusing, the district will also have specific instructions for people to supplement their documents.
