The Ministry of Education and Training (MOET) issued the latest information on the management of extra teaching and learning and some general education contents on February 18.
Circular 29/2024/TT-BGDDT (Circular 29) of the Ministry of Education and Training regulating extra teaching and learning takes effect from February 14, 2025.
Circular 29 has 3 new outstanding points, including:
No extra teaching or learning for primary school students, except for cases of training in arts, physical education, life skills training; no extra teaching for students who have been taught by the school for 2 sessions/day;
extra teaching and learning at school is not subject to fees from students and is only for three subjects under the responsibility of the school;
Teachers who are teaching at schools are not allowed to teach extra classes outside of school with fees for their students; organizations and individuals organizing extra classes and extra classes with fees for students must do so publicly, transparently, and in accordance with the provisions of law.
The Ministry of Education and Training affirmed its viewpoint, issuing Circular 29 to better manage extra teaching and learning activities, not to ban or " tighten" these activities.
At the same time, the organization of extra teaching and learning must ensure that it does not affect the organization of the implementation of the school's educational program or the subject program of teachers.
"Organizing extra teaching and learning must ensure the interests of students, not forced; maintain the image and dignity of teachers" - the Ministry of Education and Training emphasized and said that extra teaching and learning must be consistent with the 2018 General Education Program. In which, students are promoted to be proactive, creative, and have self-study habits; teachers play the role of organizer, inspector, and orientator.
To effectively implement Circular 29, the Ministry of Education and Training said that it has issued an official dispatch requesting the People's Committees of provinces and cities to direct the Department of Education and Training to properly implement regulations on management of extra teaching and learning.
The Ministry of Education and Training recommends absolutely not to loosen the organization of review and training for students with unsatisfactory results and final year students; according to actual conditions of the locality, support appropriate funding for educational institutions to organize review and training for students, contributing to improving the quality of education.
For the Departments of Education and Training, it is necessary to promptly grasp the situation from schools and teachers to guide or coordinate with departments, branches, districts and towns to have instructions suitable to local characteristics.
For schools and teachers, the Ministry of Education and Training believes that the responsibility is to teach so that students can develop qualities and abilities, meeting output standards; the development of test and assessment questions also ensures that they are correct and sufficient to meet the requirements of the program.
"For students who have not achieved the results and are preparing for the transfer exams and high school graduation exams, schools and teachers need to be responsible for supporting them" - the Ministry of Education and Training stated its opinion.
The Ministry of Education and Training also requested localities to support schools with appropriate funding to contribute to improving the quality of education.
On the parents' and society's side, according to the Ministry of Education and Training, it is necessary to accompany schools in implementing education, ensuring a harmonious combination of all three factors in education (school, family and society); participate in supervising the implementation of Circular 29.
