On August 7, discussing in groups about the draft Law on Urban Development, Minister of Education and Training Hoang Minh Son assessed that the scholarship policy and special preferential mechanism for people with talent, talent and particularly outstanding achievements are appropriate.
However, in the direction of human resource development, especially for Ho Chi Minh City, and cities in general, the Minister proposed to supplement support content for learners in key fields and industries of the city, in order to both encourage talent and orient human resource training to meet development requirements.
Support policies should not only focus on individuals who have made outstanding achievements but also need to be linked to the development needs of the city" - the Minister stated.
The Minister also expressed his agreement with the policy of sending education managers and teachers to study, research and lecture at home and abroad because this will contribute to improving the quality of human resources.
However, the head of the education sector said that the draft still lacks a mechanism to attract human resources, especially lecturers and scientists to work at universities and vocational education institutions.
The attraction policy is also very important" - the Minister said, and at the same time proposed to supplement regulations on policies to support attracting excellent lecturers, especially lecturers from abroad to work at higher education and vocational education institutions in the city.
According to the Minister, there are currently many Vietnamese intellectuals, lecturers and scientists abroad who want to return or cooperate with domestic schools.
If the city has a special policy, similar to the mechanism to attract scientific and technological human resources, this will be a very valuable resource" - he said and said that this policy is also in line with Resolution 23 of the Politburo on the work of Vietnamese people abroad.
The draft also introduces a superior mechanism to attract and value scientific, technological and innovative human resources. However, the Minister proposed to clearly identify which organizations are allowed to use this mechanism; clarify whether the policy is only applied to agencies and units directly under the city or expanded to universities, public non-business units and businesses in the area. If the scope is unclear, agencies will be confused when implementing it.
He also proposed building a special mechanism for university urban areas similar to high-tech zones. This is not only a place for training but also focuses on research, innovation and business research and development centers.
A suitable mechanism will help universities mobilize resources, increase cooperation with businesses, and promote research and knowledge transfer.
The draft Law on Urban Development is expected to be discussed by the National Assembly in the hall on August 11 and voted on on August 24.
