On August 7, the Department of Education and Training of Khanh Hoa province requested the People's Committees of communes and wards to urgently review and adjust the plan to arrange the system of public preschool and general education institutions according to the new direction of the Government, towards the model of each commune-level administrative unit having only one school at each level of education.
According to the document of the Department of Education and Training, the review and arrangement according to the model of each commune and ward will organize one kindergarten, one primary school and one secondary school. At the same time, many school points and learning points will still be maintained to create favorable conditions for students, especially in large areas or areas with difficult travel conditions.
For localities that currently have multi-level general schools (primary - secondary school), ethnic minority boarding schools or ethnic minority semi-boarding schools, the arrangement will be studied appropriately but ensuring no more than 3 public school focal points in the commune level.
The Department of Education and Training also reminded localities that they can consider arranging semi-boarding ethnic minority high schools with high schools in the same area if they meet the conditions on scale, are suitable for the school network and do not change the beneficiaries of regimes and policies for students and teachers according to current regulations.
In addition to reorganizing the school network, localities are required to carefully study regulations on the model of main schools, branches and school sites to determine the organizational structure of educational institutions after arrangement.
Regarding the management team, Resolution No. 37/2026/NQ-CP stipulates that each school is only assigned one principal; the main school is assigned one vice principal and each branch is assigned one vice principal.
For the surplus number of principals and vice principals after arrangement, localities will arrange them to work in teacher positions or other positions suitable to their expertise and nghiệp vụ.
These cases are entitled to reserve leadership position allowances according to regulations. If there is a wish to resign, the staff streamlining policy will be resolved according to the Government's regulations.
For education support personnel, the arrangement of structure, quantity and implementation of regimes and policies are implemented according to the provisions of Resolution No. 37/2026/NQ-CP.
Khanh Hoa Department of Education and Training requests the People's Committees of communes and wards to urgently complete the adjustment plan, collect opinions from Party committees at the same level before reporting to the Department for synthesis and implementation according to the schedule.
The arrangement of the school network this time is expected to streamline management focal points, improve the operational efficiency of educational institutions, and at the same time ensure the right to study and schooling conditions for students in the area.
