Ms. Bui Thi Khuyen - Deputy Director of the Department of Education and Training of Ninh Binh province said that in order to prevent overcharging at the beginning of the school year, the Department of Education and Training of Ninh Binh province has issued a document guiding the implementation of school revenues and expenditures in the 2024-2025 school year for educational institutions and schools in the province, especially for revenues other than tuition fees.
According to Ms. Khuyen, in principle, the collection of fees for services and support for educational activities other than tuition fees as well as the collection level must be agreed upon in writing between the school and the parents or learners. The collection must not exceed the maximum level for fees with a maximum level.
At the same time, the revenues and collection levels must be consistent with the actual situation of educational institutions, socio-economic conditions, income of parents and students, and ensure the principle of collecting enough to cover expenses, for the right purpose, economically and effectively.
The collection of fees for elective subjects only applies to units that do not have a staffing structure to teach elective subjects or have a staffing structure but do not have enough teachers to teach elective subjects according to the prescribed requirements. In cases where a unit has a staffing structure but does not have enough teachers to teach elective subjects according to the prescribed requirements, the unit is allowed to calculate and determine the number of periods to collect fees.
As for the parent-teacher association, operating expenses are taken from contributions from parents (there is no regulation on the average level of support for parents) and other legal sources of funding for the parent-teacher association.
"The parents' representative board is not allowed to collect donations from students or their families that are not voluntary; do not directly serve the activities of the parents' representative board such as: protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms, cleaning schools; rewarding school administrators, teachers, and staff; purchasing machinery, equipment, and teaching aids for schools, classrooms, or for school administrators, teachers, and staff; supporting management, teaching organization, and educational activities; repairing, upgrading, and building new school facilities" - Ms. Khuyen said.
