On July 8, Party Central Committee member and Deputy Prime Minister Le Thanh Long chaired a meeting on the draft Resolution of the Politburo on breakthroughs in people's health care, meeting the requirements of national development in the new era.
According to the draft resolution, the goal is to increase at least 1,000 doctors to work for a limited period in grassroots health care each year in the 5 years 2025-2030. The rate of direct spending from household money for health care decreased to 30%.
From 2026, each citizen will have a periodic health check-up or screening according to professional requirements for free at least once a year; have an electronic health book to manage health according to life cycle.
Speaking at the meeting, Minister of Health Dao Hong Lan said that people's health care is facing unprecedented challenges. That is the double burden of disease, the increase of non-communicable diseases, the aging population, and the increasingly high demands of people for the quality of health services.
"Bottlenecks", "bottlenecks" in institutions, financial mechanisms, human resources, grassroots health capacity, autonomy in the supply of drugs and medical equipment... are still major barriers. Practice requires us to have new thinking, new ways of doing things and breakthrough solutions.
The Minister also said that this Resolution must overcome the situation of "good policies, but weak implementation", and must be actionable.

Prof. Dr. Nguyen Van De - Chairman of the Vietnam Private Hospital Association agreed that it is necessary to strongly promote the participation of the private economy in the health sector.
"There needs to be breakthrough policies for private enterprises to invest in healthcare in remote areas," said Prof. Dr. Nguyen Van De, adding that incentives on land and taxes are needed. If there is a good policy, the unit will build 2 more hospitals in the mountainous areas.
Vice Chairman of Phu Tho Provincial People's Committee Nguyen Huy Ngoc said that the health system still has some shortcomings, focusing on two main issues: Lack of human resources and investment in infrastructure and equipment are still difficult.
"The salary for medical staff is basically the same as other sectors, there is no difference, while the medical profession is a special profession, requiring a special treatment policy for the health sector", Mr. Nguyen Huy Ngoc commented.
Concluding the meeting, Deputy Prime Minister Le Thanh Long noted the need to study and clarify breakthroughs in investment, facilities, medical equipment, salary regimes, treatment policies for medical staff and have specific accompanying data.
It is necessary to design and propose a model for organizing the local health system, also in the direction of eliminating intermediaries, in the direction of 2 levels, Thus "how will commune health stations be handled".
Regarding the submission of the draft Resolution, it is necessary to review the policies, the results achieved, the shortcomings, limitations, causes and highlight new points and differences compared to the present, thereby clarifying the necessity of the Resolution.
It is necessary to study and combine with 4 major resolutions of the Politburo (four pillars) to develop the contents in the health aspect, protecting people's health.
