Proposed rearrangement of salary tables for some teacher positions
On the morning of July 11, the Office of the President held a press conference to announce the President's order promulgating the laws passed by the 15th National Assembly at the 9th session, including the Law on Teachers.
At the press conference, Mr. Pham Ngoc Thuong - Deputy Minister of Education and Training (MOET) - said that with 1.6 million teachers, the law will create an important legal corridor, more complete and better policies for teachers to work with peace of mind and contribute to their profession. In which, it will establish a full legal position for teachers in both public and non-public educational institutions.
For the first time, non-public teachers are recognized as a special profession, with similar professional standards, rights and obligations.
In particular, the Law on Teachers improves income policies for teachers, with salaries ranked highest in the salary scale system.
According to Deputy Minister Pham Ngoc Thuong, the Ministry of Education and Training is urgently developing and completing a draft decree regulating salary policies, allowances, and attraction support regimes for teachers, ensuring consistency when the law comes into effect.
Accordingly, the Ministry will advise the Government to rearrange the salary table of some titles of teachers, such as preschool, general education, university reserve, Grade IV vocational education teachers... to ensure consistency in the salary table applicable to the professional titles of teachers and civil servants in other fields and fields.
Teachers also receive additional allowances, responsibilities, incentives, allowances for disadvantaged areas, allowances for integration education, seniority, mobility, etc. This ensures the standard of living of teachers, helping teachers feel secure in their work, dedication, and comprehensive income increase.
Will it reduce the situation of extra teaching and learning?
According to Deputy Minister of Education and Training Pham Ngoc Thuong, teachers' salaries are the highest in the administrative career salary table and have been legalized. The next step is the regulation in the sub-law document, which is the Decree and circular.
Regarding the salary of contract teachers, according to Mr. Thuong, the education sector is very eager, but contract teachers must follow the contract and the employer.

According to Mr. Thuong, the agreed salary for teachers is only 60-70% of the official salary while they still have to ensure the quality of teaching.

We do not ban extra teaching but manage extra teaching to avoid widespread and unregulated extra teaching and learning, to avoid teachers directly teaching their students" - Mr. Thuong said and added that this ensures many goals such as teachers must teach all content and have appropriate teaching methods.
According to the Deputy Minister of Education and Training, whether teachers teach extra classes or not includes many factors, not just salary factors. Some teachers who teach extra classes do not receive any salary, some only receive a symbolic salary.
Mr. Thuong said that the problem is managing extra teaching and learning for the right purpose. Teach extra classes in a transparent and proper manner, do not let your reputation be affected by this method of forcing your students to take extra classes.
