There are no specific, clear instructions.
In the context of globalization and the increasing demand for highly skilled human resources, Germany is facing a shortage of workers in sectors such as healthcare, mechanical engineering, information technology, and services. This opens up great opportunities for young Vietnamese workers who want to build a career in one of Europe's leading economies.
However, to work in Germany, workers need to obtain a TELC (The European Language Certificates) German language certificate - a certificate widely recognized in Germany and Europe. Organizing this certificate exam in Vietnam is currently facing many difficulties due to the lack of clear guidance from the Ministry of Education and Training (MOET), creating a major barrier for workers.
Currently, many centers and organizations in Vietnam have organized TELC exams without specific and clear instructions from the Ministry of Education and Training. Although some units have been licensed, this process still lacks a detailed legal framework, thereby reducing the transparency and reliability of the exams.
This has seriously affected many prestigious organizations such as SHD Corp Joint Stock Company, WBS Training Vietnam, VAT Group, EduGo... with thousands of students being trained. The lack of specific instructions not only causes confusion for students but also creates great pressure for businesses as the number of students in backlog increases.
While waiting for specific instructions from the Ministry of Education and Training, many units are still unable to conduct TELC exams according to international standards, forcing students to register for exams abroad, increasing the burden of costs and time. The lack of a specific management mechanism not only causes difficulties for students but also affects the reputation of educational units.
Faced with the growing demand for TELC certified human resources for the German market, the issuance of specific guidelines for organizing this exam in Vietnam has become an urgent requirement. Official approval and supervision from the Ministry of Education and Training not only helps TELC exams in Vietnam to be carried out legally but also standardizes the organization process, helping students obtain a reliable certificate to meet recruitment requirements in Germany.
Towards an official, transparent exam
In recent times, Decree No. 86/2018/ND-CP regulating foreign cooperation and investment in the field of education and Circular No. 11/2022/TT-BGDDT regulating the joint organization of foreign language proficiency certification exams have contributed to bringing German language certification exams into order, under state management, protecting the rights and reputation of serious exam organizations, and limiting the situation of fake certificates and certificates of poor quality.
But besides the achieved results, there are still many problems, especially in licensing exam organizers that have not kept up with actual needs, leading to arising problems.
Regarding the TELC exam in particular, by mid-November, only the first unit was licensed to take the TELC exam. This is too few compared to the number of students who need to take the exam today. Because there are still many other units that have not been licensed, the organization of the TELC German language certificate exam also reveals concerns: about the legality of the certificate, handling in case of fraud, tuition fees, exam preparation, invigilation, grading, etc. There have even been cases of impersonation and fraud surrounding this exam.
Therefore, issuing a specific guide on the TELC exam will bring many great benefits. With a qualified TELC certificate, workers will easily find jobs and settle in Germany, building a solid career foundation abroad.
Guidance from the authorities also ensures the rights and trust of students. A transparent and official examination system will help students and their families feel more secure, avoiding unnecessary risks and costs from unlicensed units.
In the context of urgent labor market needs, standardizing and organizing TELC exams will contribute to providing highly skilled labor, meeting the needs in Germany and reducing labor shortages in key industries.
Regarding this issue, SHD Corp Joint Stock Company as well as units operating in the field of German language training and study abroad consulting have affirmed their readiness to coordinate and comply with all regulations on state management in education, ensuring compliance with legal regulations. Enterprises hope that the Ministry of Education and Training will soon create favorable conditions through the issuance of detailed and specific guidance documents on organizing the TELC exam in Vietnam.
The completion of the legal mechanism not only ensures the rights of workers but also helps Vietnam build a globally competitive training and labor supply platform.
Issuing guidelines for TELC exams will not only help solve current difficulties but also be an important step forward in the strategy of developing high-quality human resources for the international market. This is an opportunity for the Ministry of Education and Training to affirm its commitment to improving the quality of education and creating the best conditions for young Vietnamese workers to reach the global labor market.
