Many projects are behind schedule
Cao Bang is deploying the construction of 11 ethnic minority boarding primary and secondary schools in border communes to meet the learning and living needs of highland students. Although required to be completed before August 30, 2026, many projects are currently behind schedule. According to PV's investigation, phase 1 has 11 projects being implemented, of which 10 projects use state budget capital, and Phuc Hoa Ethnic Minority Boarding Primary and Secondary School is invested from funding from Hanoi City.
Real-world records show that by the end of June 2026, most projects have just completed ground leveling, foundation construction or are preparing to build the first floors. Many projects such as Lung Nam, Quang Han, Duc Long, Truong Ha, Dam Thuy, Dinh Phong and Phuc Hoa have only reached about 20% of the construction volume.
The whole province currently has 9/11 projects behind schedule, putting great pressure in the context of the new school year approaching.
According to the Management Board of Investment and Construction Projects of Cao Bang province, the progress of projects is affected by many reasons. These are urgent public investment projects but there are no detailed instructions, causing legal procedures to be hindered.
The supply of materials and supplies is not timely; design documents, estimates, acceptance procedures, and payments in some projects are still slow, affecting construction. Fuel and construction material prices increase sharply in 2026... Cao Bang simultaneously implements many key projects...
Focusing efforts on overcoming and accelerating progress
Faced with the above situation, Cao Bang Provincial People's Committee launched the peak campaign "100 days and nights" to accelerate the progress of projects and 11 officials in the Provincial Party Committee Standing Committee were directly assigned to be in charge of each project; on-site inspection and progress handover were maintained regularly.
For each project, the investor arranges 2 officials to be on duty 24/24 hours at the site. All difficulties, obstacles or issues related to progress are summarized and reported daily for timely handling" - representative of the Cao Bang Provincial Investment and Construction Project Management Board said.
The province also mobilized maximum manpower and material resources on the spot, including more than 700 officers and soldiers of the armed forces participating in supporting construction. Thanks to that, in just about 15 days recently, the volume implemented at the projects has increased by about 11%.
According to the People's Committee of Cao Bang province, among the 4 schools that were previously identified as having a high risk of slow progress, 2 schools have been removed from the risk group. Two projects in Ha Lang and Tra Linh communes are being focused on resources to be completed before August 30, ensuring conditions for the opening of the new school year.
For projects at risk of delay, investors require priority to complete essential items such as classroom areas, dining rooms and dormitories to meet the immediate learning and living needs of students, especially students in remote and isolated communes.
