Accordingly, in the 2025 - 2026 school year, the Department of Education and Training plans to assign enrollment targets to grade 10 for public schools at 489 classes, with 21,814 students, of which: schools in Area I of central districts (Ngo Quyen, Le Chan, Hong Bang, Hai An, An Duong) are 170 classes, with 7,470 students; schools in Area II (Thuy Nguyen city) are 82 classes, with 3,690 students; districts and towns in Area III (Kien An, Duong Kinh, Do Son, Kien Thuy) are 89 classes, with 4,028 students; schools in Area IV of districts (An Lao, Tien Lang, Vinh Bao, Cat Hai) are 148 classes, with 6,626 students.
Of the 40 public high schools, An Duong High School has the highest quota with 945 students, Nguyen Trai High School has 855 students, and Ly Thanh Tong Secondary and High School has the lowest.

The total number of non-public high schools and public schools at many levels that have developed enrollment plans includes 26 schools, with a 10th grade enrollment plan of 221 classes and 9,400 students.
For non-public schools, the Director of the Department of Education and Training is responsible to the City People's Committee for ensuring the conditions for facilities, teaching staff and other related issues in enrollment and teaching organization of schools according to regulations; not assigning enrollment quotas to schools that are not eligible for enrollment.
The City People's Committee assigns the Department of Education and Training to decide to assign enrollment targets to units; directing, guiding and supervising units comply with regulations. In addition, promptly propose and report to the City People's Committee to adjust and supplement enrollment targets for units when there are problems that arise related to enrollment conditions and student flow to suit the enrollment situation of educational units in the city.
