Education linkages in public schools in Hanoi
The Government issued Decree No. 202/2025/ND-CP detailing the conditions, order, procedures, educational programs, the granting of certificates and certificates for the implementation of linkage education and teaching of integrated education programs for public preschools and general education institutions of Hanoi city.
This Decree takes effect from August 27, 2025.
Decree No. 202/2025/ND-CP of the Government stipulates in detail the conditions, order, procedures, educational programs, the granting of certificates and certificates for implementing linkages in education, teaching integrated educational programs for public preschools and general education institutions of Hanoi city.
The subjects of application are public preschools and general education institutions of Hanoi city, including: kindergartens, kindergartens, primary schools, junior high schools, high schools, high schools with many levels and related organizations and individuals implementing educational linkages with foreign educational institutions and educational institutions. Foreign educational institutions and educational institutions shall cooperate in education with public preschools and general education institutions of Hanoi city.
The Decree stipulates the Hanoi People's Committee approving educational linkages; the procedures for approving educational linkages. The term of the educational linkage shall not exceed 5 years from the date of approval and may be extended, each extension shall not exceed 5 years.
Paying health insurance for students
The Government issued Decree No. 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance. The Decree takes effect from August 15, 2025.
Although not in the field of education, this Decree has the following provisions related to students, specifically as follows:
Students studying at educational institutions or vocational training institutions under ministries and central agencies are supported by the central budget.
Students studying at educational institutions or other vocational institutions will be supported by the local budget, including the central budget (if any) where the educational institution is headquartered, regardless of the permanent residence of students.
Grade 1 students: from October 1, the first year of primary school; from the last day of the school month, they are 72 months old in the case specified in Point b, Clause 2 of this Article;
12th grade students: from January 1 to September 30 of that year. Encourage grade 12 students to pay health insurance and receive health insurance support until December 31 of the final school year to continuously ensure health insurance benefits, without having to return the health insurance support fund from the state budget in case of changing subjects.
Students in the first year of the course: From the date of admission; in case the 12th grade student's card is still valid after the admission date, it will be paid from the date the health insurance card expires;
Students in the final year of the course: from January 1 to the last day of the month at the end of the course. Encourage students in the final year of the course to pay health insurance and receive health insurance support until December 31 of the final school year to continuously ensure health insurance benefits, without having to return the health insurance support fund of the state budget in case of changing subjects.
The Decree takes effect from August 15, 2025.
