Ms. Le Thi Tuyen is a senior specialist of the Department of Education and Training (code 01.002). On August 1, 2024, she received a decision to work at the high school, as a civil servant (code 01.002).
After that, the Department of Home Affairs decided to transfer and arrange Ms. Tuyen's salary from the main specialist rank (code 01.002) level 1, coefficient 4.40 to the professional title of Grade II High School Teacher (code V.07.05.14), level 2, salary coefficient 4.34 from September 1, 2024.

Ms. Tuyen was retained a difference of 0.06 during her tenure as a Grade II High School Teacher.
Ms. Tuyen asked, in August 2024, she is a civil servant at a high school with the code 01.002, will she be paid industry allowances and seniority allowances for teachers?
Regarding this issue, the Ministry of Education and Training responded on the Government Electronic Information Portal as follows:
The preferential allowance regime for teachers working at public educational institutions is applied according to Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister and related guiding documents.
The seniority allowance regime for teachers in public educational institutions is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government.
As of August 2024, Ms. Tuyen is holding the rank of senior specialist, not in the group of professional titles of teachers. Therefore, she is not eligible for seniority allowances and preferential allowances for teachers this month.
The above allowances are only applied from the time she was transferred to the professional title of high school teacher (code V.07.05.14) from September 1, 2024.
