Deadline for arranging nearly 3,000 schools in Hanoi

Hanoi - Before August 10, 2026, the Department of Education and Training, People's Committees of communes and wards will complete the arrangement of nearly 3,000 public schools.

Chairman of Hanoi People's Committee Vu Dai Thang has just signed and issued a plan to implement the arrangement and reorganization of public preschool, primary, secondary, high school and specialized schools in the city.

No reduction in class size

Accordingly, the review and arrangement of public educational institutions in the city is implemented in compliance with the guiding documents of the Central Government and the city.

The arrangement and reorganization of preschool, primary, secondary, high school and public specialized schools must be based on the functions and tasks of the unit; inherit and promote the results that have been implemented; in accordance with the policy of arranging and streamlining the central organizational structure, the guidance of the Ministry of Education and Training; ensuring effective and efficient operation, no overlap, no omission of functions and tasks of each type of educational institution; the arrangement does not affect the quality and efficiency of public service provision in accordance with the spirit of the direction of the Central Government and the city.

Regarding the norms for the number of employees (positions of leadership and management; professional titles in the specialized field; common expertise; support services) at schools after arrangement, they shall be implemented according to the current regulations of the Government, the Ministry of Education and Training, the Ministry of Home Affairs and the direction of the City Party Committee and the City People's Committee.

Ensure the principles of democracy, publicity, and transparency in the process of organization and implementation, methodical, scientific, and cautious ways of doing things.

Ensuring the reduction of administrative management focal points but not reducing the scale of classes; not reducing the opportunity to access education for children and students; ensuring safety and convenience in the process of going to school for children and students" - the plan clearly states.

Keep the number of 124 high schools unchanged

For high schools, maintain the current number of 124 schools in the city. Continue to review and invest in facilities for schools to increase the number of classes/schools, meeting the learning needs of students in the Capital in each area in the coming years.

For 2 kindergartens directly under the Department, hand over the original organizational model, apparatus and human resources to be directly under the Ward People's Committee located in the managed area (handover of Kindergarten B to be directly under the Cua Nam Ward People's Committee; handover of Viet Trieu Huu Nghi school to be directly under the Kim Lien Ward People's Committee).

For specialized schools:

- Nguyen Dinh Chieu Secondary School, supplementing the high school level and reorganizing it according to the model of a multi-level general education school with specialized classes.

- Xa Dan Primary and Secondary School and Binh Minh Primary School: Continue to implement according to the specialized general education school model; reorganize to suit the needs of learners who are disabled in the city.

- Specialized schools currently under the People's Committees of wards and communes hand over the original organizational model, apparatus and human resources to be under the management of the Department of Education and Training (Hy Vong Primary School under the People's Committee of Viet Hung ward; Thanh Tri Commune School for Disabled Children under the People's Committee of Thanh Tri commune; Educational School for Disabled Children under the People's Committee of Soc Son commune; Binh Minh Specialized School under the People's Committee of Dong Anh commune).

Gradually approaching international standards

For kindergartens, primary schools, and secondary schools under the management of commune-level People's Committees, the city implements 3 school models when arranging.

- Multi-level one-level school model: A multi-level one-level school is a school that is merged from 2 or more schools of the same level; after arrangement and reorganization, it still retains the school facilities before the merger (major one-level school model, with branches).

- Multi-level school model (primary and secondary schools): For primary schools and secondary schools in the same ward or commune with low class/school scale, close locations but not favorable for rearrangement and reorganization into multi-level schools, study rearrangement and reorganization according to the multi-level school model (model includes 1 main school, with branches with many levels of education).

- Multi-level school model (primary, secondary and high school): For advanced and modern primary, secondary and high schools, it will continue to be implemented according to the plan, directly managed by the Department of Education and Training.

In terms of scale, each school after arrangement includes 1 main school and branches.

Kindergartens after being rearranged and reorganized into schools with a minimum of 30 classes, no more than 35 children/kindergarten class.

The primary school after being rearranged and reorganized into a school has a minimum of 40 classes, no more than 35 students/class (in rural areas, no more than 30 students/class).

Secondary schools after being rearranged and reorganized into schools have a minimum of 45 classes, not exceeding 45 students/class (in rural areas, not exceeding 40 students/class).

Primary and secondary schools after rearrangement and reorganization into multi-level schools have a minimum of 50 classes, no more than 40 students/class for primary school; no more than 45 students/class for secondary school.

The arrangement and reorganization of small-scale units according to the multi-facility model, multi-level schools must aim to form schools with appropriate scale, focus resources on investing in facilities, teaching staff, improving school governance efficiency and education quality.

Units after being organized and rearranged shape the identity of the Capital's education, gradually approaching international standards.

Before August 10, 2026, the Department of Education and Training, People's Committees of communes and wards decide to establish units based on the approved arrangement project; decide to appoint public employees to hold leadership and management positions.

Before August 10, 2026, hand over personnel, documents, records, finances and other contents according to the provisions of law between the arranged unit and the organized unit after arrangement.

According to the Hanoi Department of Education and Training, the city currently has 2,954 schools.
