At the meeting to inform about the socio-economic development situation in the first 6 months of the year and key tasks for the last 6 months of 2026 of the Hanoi People's Committee held on the afternoon of July 10, press agencies raised many questions related to the plan to continue arranging communes and wards of the city in the coming time.
Providing information at the meeting, Mr. Nguyen Xuan Luong - Deputy Director of the Department of Home Affairs said that, according to the direction of the Central Government, after 1 year of implementing the 2-level local government model, the city has completed the evaluation of the model implementation results.
After 1 year of implementation, it can be affirmed that the 2-level local government model has brought efficiency, meeting the requirements of being close to the people, close to the people.
Regarding the content of arranging communes and wards in the coming time, Mr. Luong said that the unit has carried out the review and designation of administrative unit classification according to Decree 307 of the Government.
Based on the classification of administrative units and the summary assessment after 1 year, the city is continuing to conduct research to properly implement the direction of the Central Government. Continue to refine to ensure that Hanoi's 2-level local government model will continue to promote its effectiveness even better" - Mr. Luong said.
According to Mr. Luong, specific plans in the coming time will continue to be studied. When there is further direction from the Central Government, the Department of Home Affairs will advise and provide complete and detailed information related to it.
We are still continuing to review and evaluate the criteria to ensure that the arrangement is both in line with the Central Government's policy and meets the specific characteristics of Hanoi City" - Mr. Luong said.
From July 1, 2025, Hanoi has terminated the operation of 30 district-level administrative units, reorganized 526 commune-level administrative units to 126 communes and wards, a decrease of more than 76% in the number of commune-level administrative units.
