The Ministry of Education and Training said that the Prime Minister has just issued a document directing education and training; Ministry of Home Affairs; Standing Committees of Provincial and City Party Committees; People's Committees of provinces and cities on arranging public preschool, general, continuing education, and vocational education institutions at provincial and commune levels.
Complete the arrangement of public educational non-business units before August 30, 2026
The Government requests the Ministry of Education and Training, ministries, agencies, and localities to urgently implement the following tasks according to their functions and tasks:
Ministry of Education and Training: Urgently complete, promulgate or submit to competent authorities for promulgation criteria and standards for recognizing national standard schools; research and guide piloting new education governance models, suitable for the requirements of fundamental and comprehensive innovation in education and training.
Preside over and coordinate with ministries, agencies, and localities to complete the arrangement of public educational non-business units before August 30, 2026.
Guide localities to review and arrange the network of schools and classes; ensure sufficient teachers, textbooks, and minimum teaching equipment, especially in remote, isolated, ethnic minority, mountainous, border, and island areas.
Preside over guiding solutions to ensure a safe and healthy educational environment; prevent and combat school violence, child abuse, drugs, e-cigarettes and risks to students in cyberspace.
Coordinate with the Ministry of Home Affairs, the Ministry of Finance and relevant agencies to guide localities in recruiting, using, and transferring teachers; prioritize strengthening teachers directly teaching, reducing intermediaries, and reducing unnecessary education management staff.
Preside over and coordinate with localities to organize the Opening Ceremony of the 2026 - 2027 school year and the Inauguration Ceremony of inter-level boarding schools in land border communes on the morning of September 5, 2026, ensuring solemnity, joy, safety, economy, and practicality.
Urgently recruit, review, transfer, and arrange suitable teachers to each commune, ward, and educational institution.
The Government assigns the People's Committees of provinces and cities: Be responsible for ensuring sufficient schools, classes, teachers, textbooks, minimum teaching equipment and school building safety before the new school year; review and promptly handle degraded and unsafe buildings.
Promptly recruit all assigned teacher staff; review, transfer, and arrange suitable teachers to each commune, ward, and educational institution; prioritize teachers directly teaching classes, limiting the situation of local surplus and shortage.
Organize the implementation of measures to ensure a safe and healthy educational environment; proactively prevent and combat school violence, child abuse, drugs, electronic cigarettes and cyberspace risks; strictly handle responsibilities if serious incidents occur in educational institutions.
Do not let the situation of urban development but lack of schools and classes
Review planning, land funds, and investment procedures for school construction; synchronously arrange schools with social infrastructure, especially in urban areas, industrial parks, and densely populated areas; not to let the situation of urban development but lack of schools and classrooms occur.
In return for boarding inter-level general schools in land border communes, it is necessary to ensure construction progress, synchronization of teachers, dormitories, clean water, kitchens, teaching equipment and post-investment operation plans.
Proactively review redundant public buildings and headquarters of state agencies to propose and organize the conversion of functions into educational institutions and medical facilities according to the guidance of competent authorities, ensuring compliance with regulations, efficiency, and avoiding waste of public assets.
The Government requests the Secretary of the Provincial Party Committee, City Party Committee, Chairman of the People's Committees of provinces and cities to directly work with the education sector to direct the concretization and serious and effective implementation of Resolution No. 71-NQ/TW of the Politburo on the development of education and training, along with the directions of the General Secretary and President; ensuring substantive and clear changes in each school and each locality, especially in the teaching staff, facilities, learning conditions of students and quality of education.
