Roadmap for school arrangement and merger: Compulsory completion timelines

The Ministry of Education and Training has set out a roadmap for merging and arranging schools from 2026 - 2027, striving to reduce at least 30% of heads of educational institutions.

The Ministry of Education and Training (MOET) has just sent a document to the People's Committees (PCs) of provinces and cities on promoting the arrangement of the network of public preschool, general, and continuing education institutions in accordance with the local government at two levels, which specifically guides the restructuring of personnel and improving educational governance capacity.

In the document, the Ministry of Education and Training set out the goal of promoting the arrangement of the network of public preschool, general and continuing education institutions, striving to reduce at least 30% of existing public education institutions.

Implement the streamlining of educational institutions, streamlining management focal points associated with the restructuring of staff in the direction of reducing education management staff and increasing direct teaching staff.

Maintain stable student scale at school sites, branches, arrange, and effectively coordinate the teaching staff to improve management capacity and investment efficiency to improve teaching and learning quality.

Arranging and merging management focal points to form a large-scale school model

To achieve the goal of cutting at least 30% of existing public educational institutions, the Ministry of Education and Training has set out a specific implementation roadmap as follows:

From July 1, 2026: Pilot the merger of management focal points for educational institutions in the same area to form large-scale school models with branches and school sites; establish a school governance model.

Before August 30, 2026: Complete the pilot phase, establish a school network suitable for the area and population size.

Complete the organizational structure and school governance plan to operate right from the beginning of the 2026 - 2027 school year.

Complete comprehensively the arrangement and streamlining of management focal points before April 30, 2027

Before December 30, 2026: Comprehensively assess the affected subjects, draw lessons from phase 1 (pilot); form a management model; propose solutions to implement the next phase.

From March 30, 2027: From the results of phase 1 implementation (pilot), continue to implement the merger and consolidation of educational institutions in the area according to management authority.

Before April 30, 2027: Complete comprehensively the arrangement and streamlining of administrative management focal points; stabilize governance, finance, and public assets.

The Ministry of Education and Training requires that the arrangement must ensure that the entire system operates synchronously, smoothly and does not cause any impact on professional teaching and learning activities at school sites.
