On March 11, at a working session with the Nghe An Department of Education and Training, Chairman of the Provincial People's Committee Vo Trong Hai requested to develop a plan to handle 234 contract personnel working in the education sector in the province.
According to the direction of the provincial leaders, the education sector needs to coordinate with the Nghe An Department of Home Affairs to advise on solutions to the teacher shortage situation, and at the same time definitively handle the current number of contract workers.
The Chairman of the Provincial People's Committee emphasized that the work of recruiting, receiving, transferring, assigning and transferring teachers must ensure fairness, publicity, transparency, and be suitable to the actual needs of each locality and school unit.
The arrangement and placement of teachers also needs to be linked to the requirements of organizing 2-level local government, effectively using human resources and contributing to improving the quality of education in the province.
Previously, Lao Dong Newspaper reflected the reality that more than 200 teachers and contract employees signed by the (old) district level are working at educational institutions in Nghe An but facing many difficulties in terms of regimes and salaries.
Currently, the whole province still has more than 200 teachers and contract staff. Many people have worked for over 20 years, even nearly 30 years, but mainly only receive salaries equivalent to grade 1, in some places only reaching 85% of this salary level.
Some localities, after implementing the 2-level local government model, have proactively allocated resources to continue paying salaries to contract workers in 2026. However, many other communes and wards have not yet identified funding sources, leading to the risk of salary delays or contract termination.
Notably, in some localities of Nam Dan district (old), contract teachers have not yet received salaries for November and December 2025.
According to the Nghe An Department of Education and Training, in 2026 Nghe An province is expected to allocate 42,087 educational staff positions, a decrease of 1,007 targets compared to 2025.
Meanwhile, according to current norms, the whole province is still short of thousands of teachers, including: 1,226 preschool teachers, 2,726 primary school teachers, 2,246 secondary school teachers.
Not to mention the need for teachers to organize 2-session/day teaching at many schools.
Faced with this reality, the Chairman of Nghe An Provincial People's Committee requested the education sector to urgently review the overall staff, develop appropriate handling plans for 234 contract workers, and at the same time have long-term solutions to ensure sufficient teachers and improve the comprehensive quality of education in the province.
