On February 28, the Department of Education and Training (GDĐT) of Nghe An said that it had just issued Document No. 470 responding to the petition of Ms. Tran Thi Hoai Dung - contract employee of Long Lam Secondary School, Kim Lien commune - and a number of teachers and contract employees in the old Nam Dan district, proposing to resolve salaries and related regimes.
According to the Nghe An Department of Education and Training, previously, the unit had Official Dispatch No. 3598/SGD&ĐT dated December 16, 2025, responding to the content of the petition, which clearly stated the management responsibility of the old district level and the direction for removing obstacles.
To properly implement regulations on contract labor management in public educational institutions, the Department of Education and Training has reported to the Department of Home Affairs the list of 234 teachers and contract employees with the old district; and at the same time exchanged with the Department of Finance about the source of funding for payment and coordinated with communes and wards to review contract needs according to Decree No. 111/2022/ND-CP of the Government.
According to the provisions of Clause 2, Article 12 of Decree No. 111/2022/ND-CP, contract implementation costs are allocated from the unit's professional revenue and state budget support (if any), based on the level of financial autonomy.
However, through feedback from the People's Committees of Dai Hue, Van An, Thien Nhan, Kim Lien, Nam Dan communes, due to limited funding, 2026 has not been determined or has not been allocated funds to pay for contract teachers and staff.
Nghe An Department of Education and Training said that not only the group of teachers and staff in the old Nam Dan district, but also 234 contract cases in the whole province are currently facing similar difficulties. The Department is coordinating with the Department of Home Affairs, Department of Finance and People's Committees of communes and wards to advise the Provincial People's Committee, submitting to the Provincial People's Council for consideration and supplementation of contract targets according to Decree No. 111/2022/ND-CP.
Leaders of the Nghe An Department of Home Affairs said that in early March, they will coordinate with the Department of Finance and the Department of Education and Training to report to the Chairman of the Provincial People's Committee on the current situation of teachers and contract staff at educational institutions and advise on solutions for regimes and policies for these subjects, ensuring the correct implementation of legal regulations and the rights of workers.
Previously, as Lao Dong Newspaper reported, due to communes not being able to allocate funds, many teachers and contract employees in Nghe An province have not received their January and February 2026 salaries, life is facing many difficulties, psychological confusion and anxiety.
At the end of 2025, the Nghe An Department of Education and Training sent a document to the Department of Finance and the Department of Home Affairs requesting opinions to resolve the above situation.
