Speaking at the ceremony, President Luong Cuong emphasized that in recent years, the patriotic emulation movement in the education sector has had new developments: If "emulation in good teaching - good learning" is the traditional source, today the emulation movement has been expanded and innovated with many practical contents such as: "Each teacher is an example of ethics, self-study and creativity", "innovation, creativity in teaching and learning"...
With the spirit of solidarity, creativity and innovation, the President suggested that the education sector continue to promote its advantages, overcome limitations, and focus on implementing the organization to effectively implement the following eight tasks:
First, continue to thoroughly grasp the Party's guidelines, policies, and viewpoints, Uncle Ho's thoughts on education and training, and most recently Resolution No. 71 of the Politburo; focus on perfecting legal regulations to promptly remove bottlenecks and bottlenecks in institutions, mechanisms, policies, etc.
Second, effectively implement the Law on Teachers, build appropriate policies to mobilize talented people outside of the teaching force to participate in teaching and training in educational institutions...
At the same time, strengthen comprehensive education of virtue, intelligence, physical strength, and aesthetics, forming a new-era Vietnamese value system; and the first important thing in education is moral education, cultivating people must start from personality, then education about knowledge and skills.
Fourth, promote comprehensive digital transformation, popularize and strongly apply digital technology and artificial intelligence in education and training; develop a national education and human resource information system, connect with the labor market information system, employment and integrate scientific, technological information, and innovation of educational institutions.
Fifth, modernize vocational education, create a breakthrough in developing human resources with high vocational skills; arrange and reorganize vocational training institutions to ensure streamlining, efficiency, meeting national standards and reaching international standards.
Sixth, modernize and elevate higher education, create a breakthrough in developing highly qualified and talented human resources, lead research, innovation...
Seventh, continue to promote extensive international cooperation and integration in education and training. Promote negotiations and signing of agreements and agreements on cooperation in education, training, science, technology, etc.
Finally, continue to lead, direct, and effectively implement Directive No. 41, dated February 26, 2024 of the Politburo, on strengthening the Party's leadership in emulation and reward work in the new situation.
At the ceremony, Minister of Education and Training Nguyen Kim Son said that one of the outstanding results in the past 05 years in high school is that the education sector has completed the implementation cycle of the new 2018 general education program, in which the strong shift from knowledge-based education to learners' capacity development.
Vietnamese vocational education has been integrating increasingly deeply and widely in the region and the world through organizing and attending national vocational skills exams, ASEAN and world vocational skills competitions with increasingly large scale and results...
Minister Nguyen Kim Son added that this year, for the first time, the teaching profession has been institutionalized under the Law on Teachers. "Up to now, with the promulgation of the Law on Teachers, the promotion of educational workers, the development of the teaching staff, the responsibilities and obligations of teachers, the protection of teachers... have been legalized. The right, culture, and customs are now legalized, creating correctness, sustainability, and transparency for the teaching profession. This is an honor and a legal condition for teachers to promote their social role" - the Minister affirmed.
The Minister emphasized that teachers also need to strive to cultivate, practice, and study continuously to always be a shining example for students to follow, bright enough to lead students, valuable enough to inspire and persuade, especially exemplary personality, learning spirit and creativity, love and fairness.
Within the framework of the celebration and Congress, the Minister of Education and Training awarded the Emulation Flag of the Ministry of Education and Training to 11 collectives with outstanding achievements, and awarded Certificates of Merit from the Ministry of Education and Training to 12 collectives and 12 individuals representing 141 collectives and 174 individuals with outstanding achievements in the emulation movement "Innovation, creativity in management, teaching and learning" for the period 2020 - 2025 - representing more than 62,000 educational institutions and nearly 1.6 million teachers and educational managers nationwide.
The Congress also approved a list of 29 delegates of the Ministry of Education and Training attending the 11th National Patriotic Emulation Congress held in Hanoi in December 2025.
Here, Minister of Education and Training Nguyen Kim Son also launched the emulation movement "The entire education sector competes in innovation, improving the quality of education and training, providing high-quality human resources, meeting the requirements of national development".
