On July 9, Hanoi City Police said that the professional department of the City Police has verified and clarified some violations in training activities, labor use as well as ensuring fire safety at AMES Training Joint Stock Company (AMES Company) Hanoi branch.
According to Hanoi Police, AMES Hanoi branch company is registered at house number 92/1 Nguyen Khanh Toan, Nghia Do ward (branch code: 0402018889-001, licensed for business from December 25, 2019).
Through inspection and review of 14 establishments directly under this system in the City, the police agency clarified the following violations:
Activities when licenses expire and use of teachers who do not meet standards
Among the total of 14 operating establishments, functional forces discovered 2 establishments operating without being licensed by functional agencies, including: The establishment at 53A Le Van Huu, Hai Ba Trung ward and the establishment at 154 Yen Phu street, Tay Ho ward.
At the same time, there are 2 facilities that have expired their foreign language training operating licenses but still continue to open to welcome students, including: Sai Dong facility (1st floor, building N017-3, Sai Dong urban area, Phuc Loi ward; license expired from April 2023) and Oceanpark facility (BH 9A-SP. 05-59 Vinhomes Ocean Park, Gia Lam commune; license expired from July 2023).
The above acts have violated the provisions of Point b, Clause 5, Article 6 of Decree No. 04/2021/ND-CP dated January 22, 2021 of the Government stipulating penalties for administrative violations in the field of education.

Notably, regarding the quality of professional personnel, through dossier review, this system has used up to 54/63 cases of Vietnamese teachers who do not meet the conditions and standards to participate in foreign language teaching at 14 institutions.
This act directly violates the provisions of Circular No. 21/2018/TT-BGDĐT dated August 21, 2018 of the Minister of Education and Training promulgating the Regulation on organization and operation of foreign language and information technology centers.
Disregarding fire safety regulations and late payment of large sums of social insurance
AMES English facility at address No. 154 Yen Phu street (Tay Ho ward) has not been appraised and accepted by functional agencies for fire prevention and fighting safety conditions, raising the issue of safety for learners during learning at the center.
In the field of labor policy implementation, according to information exchanged from Cau Giay Social Insurance (BHXH), AMES Hanoi branch is subject to insurance payment delays lasting from March 2024.
Although it has been reminded many times by the insurance agency, the Company regularly owes social insurance money in large amounts.
As of May 2026, the total amount of insurance paid late by the Company was more than 5 billion VND, leading to a payable interest of more than 800 million VND.
The Company's prolonged late payment of social insurance not only greatly affects the rights of employees but also shows the unrespectful awareness of the law of the above unit.
Recommend comprehensive inspection, shift to strict handling
Faced with the above-mentioned systematic and prolonged violations, to ensure legal discipline as well as the legitimate rights of students and workers, the Hanoi Police Department has issued a document proposing the Hanoi Department of Education and Training to conduct a comprehensive inspection and examination of the operations of foreign language training institutions under AMES Company Hanoi branch, and handle violations according to regulations.
At the same time, exchange with Hanoi Social Insurance about the late payment of social insurance of AMES Company Hanoi branch and potential complex issues related to social order and safety in the city; propose handling according to authority, and proactively exchange with Hanoi City Police when detecting acts showing signs of criminal law violations of the Company in the field of insurance.
