Circular 31/2026/TT-BGDĐT of the Ministry of Education and Training regulating codes, title appointments and salary rankings for teachers in public educational institutions takes effect from April 14, 2026.
The Circular specifies the appointment of titles and salary ranking for primary school teachers.
Primary school teacher title code
a) Grade III - Code V.07. 03. 29;
b) Grade II - Code V.07. 03. 28;
c) Class I - Code V.07. 03. 27.
Appointment of titles and salary ranking for primary school teachers
The Circular stipulates that civil servants appointed to the title of primary school teacher specified above are subject to the corresponding salary scale issued together with Decree No. 204/2004/ND-CP, specifically as follows:
Grade III - Code V.07. 03. 29, the salary coefficient of civil servants type A1 is applied from salary coefficient 2.34 to salary coefficient 4.98;
Grade II - Code V.07. 03. 28, the salary coefficient of civil servants type A2, group A2. 2 is applied from salary coefficient 4.00 to salary coefficient 6.38;
Grade I - Code V.07. 03. 27, the salary coefficient of civil servants type A2, group A2. 1 is applied from salary coefficient 4.40 to salary coefficient 6.78.

Civil servants who have been appointed to professional titles of primary school teachers according to the regulations of the Minister of Education and Training are appointed to corresponding titles according to the above regulations as follows:
Appointment grade III - Code V.07. 03. 29 for primary school teachers grade III - Code V.07. 03. 29 and the salary coefficient of civil servants type A1 is applied from salary coefficient 2.34 to salary coefficient 4.98;
Appointment of rank II - Code V.07. 03. 28 for primary school teachers of rank II - Code V.07. 03. 28 and is applied the salary coefficient of civil servants type A2, group A2. 2 from salary coefficient 4.00 to salary coefficient 6.38;
Appointment grade I - Code V.07. 03. 27 for primary school teachers grade I - Code V.07. 03. 27 and the salary coefficient of civil servants type A2, group A2. 1 is applied from salary coefficient 4.40 to salary coefficient 6.78.
Regarding transitional clauses, the Circular clearly states that primary school teachers who do not meet the standards on training qualifications specified in the professional standards for primary school teachers issued by the Minister of Education and Training are allowed to continue to hold the title, code and salary coefficient of the current professional title of primary school teacher, when meeting the requirements on training and fostering qualifications specified in the professional standards for primary school teachers, they are appointed to the title and ranked as primary school teachers according to the provisions of this Circular.
In case primary school teachers do not meet the standard qualifications trained according to the provisions of Article 28 of the Law on Teachers No. 73/2025/QH15 but are not subject to raising the standard qualifications trained according to the provisions of Decree No. 71/2020/ND-CP, they will continue to hold the title, code and salary coefficient of the current ranked primary school teacher title until retirement.
