According to the City Department of Education and Training, this unit has faced many challenges in implementing the construction of schools in border communes according to Notice No. 81-TB/TW of the Politburo. Although the project has been started, in reality, it is facing many major obstacles in terms of terrain, infrastructure and mechanisms.
In which, the implementation of the project to build 6 schools in border communes including Dak Pring, La E, La De, Hung Son, Tay Giang and A Vuong with a total investment of 1,535 billion VND faces major difficulties in site clearance. Except for Tay Giang commune, which already has site clearance, the remaining 5 communes are facing obstacles due to complex terrain and sparse population. The site clearance in these areas is prolonged longer than expected, directly affecting the construction progress of contractors.
Besides the issue of land, poor transport infrastructure in border areas is a major challenge for material gathering. Due to undeveloped roads, strongly divided terrain, transporting construction materials to the construction site faces many obstacles. This not only increases costs but also makes controlling progress more difficult in the context of the project implementation time being quite rushed.
According to the plan, all projects must be completed in August, requiring construction units to accelerate in unfavorable actual conditions. In addition to objective geographical factors, project implementation still faces obstacles due to the lack of synchronization in mechanisms, policies and legal documents related to investment and construction.
The city's education sector recognizes these as barriers that require drastic coordination from Party committees and authorities at all levels to remove them in a timely manner. Functional agencies are currently strengthening supervision and inspection to ensure proper construction procedures and labor safety in dangerous terrain conditions.
To ensure the goal of putting schools into operation before August 30th, the Department of Education and Training is committed to actively coordinating with relevant departments and branches to remove "knotholes" in procedures and premises. The sector also prepares plans to receive, manage and operate schools immediately after completion to ensure a learning environment for students in border areas in accordance with the set roadmap.
