On September 24, Mr. Vo Van Canh - Vice Chairman of Dak Lak Provincial People's Committee - confirmed that the Provincial People's Committee is seeking opinions from the Provincial Party Committee Standing Committee regarding the collection of incorrect preferential allowances paid to teachers teaching at many levels in the area from 2021 to 2023 (according to Decision 244 of the Prime Minister).
In case it is mandatory to collect the arrears and pay them to the State budget, the province will determine that it will not collect them all at once but will extend the collection period to a certain amount each year, so that teachers do not have to face difficulties and will assign districts and towns to carry out the payment gradually.
Regarding the fact that some localities have decided to recover money from teachers when the province has not yet given official instructions, the Vice Chairman of the Dak Lak Provincial People's Committee said that there is no problem in recovering this amount of money. Because when discovering that the payment was not in accordance with regulations, some districts have proactively recovered it to avoid losing the State budget.
Previously, Lao Dong Newspaper reported that many teachers in Dak Lak province were extremely worried when they heard that the authorities were collecting allowances they had received a few years ago.
The period of time for recovery of incorrect payments is from the effective date of Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister until August 2024.
Because when Decision 861 took effect, many areas in Dak Lak province were no longer in the priority list and were no longer eligible for preferential subsidies.
In addition, preschool and primary school teachers will receive a preferential allowance of 35% instead of 50% as before. Secondary school teachers will receive a 30% allowance instead of 35%.
