Waiting for instructions from Dak Lak Provincial People's Committee
Since the end of August 2024, the People's Committees of a number of districts in Dak Lak province have issued documents requesting kindergartens, primary schools, and secondary schools to withdraw preferential allowances for teachers and pay them into the district budget.
Reality check shows that from June 2021 to December 31, 2023, the People's Committee of Buon Ho town (Dak Lak province) paid preferential allowances in violation of regulations and caused a loss of more than 5.6 billion VND to the state budget.
Regarding this issue, on September 18, Mr. Dang Gia Duan - Chairman of Buon Ho Town People's Committee - said that Dak Lak Provincial People's Committee has not yet issued a unified document allowing localities to collect the preferential allowances that teachers have received.
“When there is an official conclusion from the Chairman of the Provincial People's Committee and a directive document, the People's Committee of Buon Ho town will start collecting the money. The viewpoint of the People's Committee of Buon Ho town is to fix the mistakes, there is no other way. As for the difficulties and problems, we will know when we start collecting the money so that we can have a suitable solution,” added Chairman of the People's Committee of Buon Ho town, Dang Gia Duan.
In Cu M'Gar district, the District People's Committee held a meeting with representatives of educational institutions that were charged with excess preferential allowances to discuss and seek solutions when requested by the Provincial People's Committee.
Mr. Nguyen Hoang Lam - Deputy Chief Inspector of Dak Lak province confirmed that the units of the Provincial Inspectorate are still reviewing and synthesizing from localities to report to the Provincial People's Committee for comments on the collection of preferential allowances of teachers in the area. Based on the meeting and report of the unit, the Chairman of the Provincial People's Committee will consult for direction.
Responsibility belongs to individual, advice unit
According to the Dak Lak Provincial Ethnic Committee, Decision 582/QD-TTg dated April 28, 2017 of the Prime Minister approving the list of extremely disadvantaged villages, communes in Region III, Region II, Region I in ethnic minority and mountainous areas for the period 2016 - 2020, the whole Dak Lak province has 184 communes, wards and towns in ethnic minority and mountainous areas. After Decision 861 takes effect (from June 4, 2021), the whole province has 54 communes in localities not in ethnic minority and mountainous areas.
Speaking with Lao Dong, Mr. Le Ngoc Vinh - Deputy Head of the Ethnic Minorities Committee of Dak Lak province - said that the situation of incorrect spending of preferential allowances for teachers, the responsibility belongs to the individual, the unit directly advising, researching, updating documents, policies at the local level...
“Professionals must promptly update documents and instructions from the central to local levels for implementation. If they do not know, they must ask. After 3 years, the amount of allowances spent is quite large, and now they are starting to collect them, of course, there will be many difficulties and disadvantages for teachers,” Mr. Vinh added.
Regarding this issue, Ms. Le Thi Thanh Xuan - Director of the Department of Education and Training of Dak Lak province informed that the unit still does not know the number of teachers in the area who have been charged with preferential allowances and the total amount. This content is under the authority of the People's Committees of districts and towns to monitor and resolve. The Department is still monitoring information from the Provincial Inspectorate and the Provincial People's Committee to have advice on how to handle it.
