The information was stated at the Policy Workshop on considering and granting scholarships and living expenses to learners in basic science, key engineering and strategic technology organized by the Ministry of Education and Training (MOET) on June 20 in Ho Chi Minh City.
At the workshop, Mr. Ngo Van Thinh - Deputy Director of the Department of Planning and Finance (Ministry of Education and Training) presented a number of proposals that need to be discussed on scholarship policies for students in basic science, strategic technology and key engineering.
According to Mr. Thinh, in the context of the 4.0 industrial revolution and the globalization trend, basic science, key engineering and strategic technology sectors play an important role in promoting innovation, improving production capacity and competitiveness of the national economy.
However, human resources in these fields are still limited in quantity and quality, not meeting development requirements.
The shortage of talent in key industries shows that many advanced science and technology industries are lacking highly qualified human resources, especially young engineers and scientists who are well-trained and have practical skills. This affects the country's ability to research, apply new technologies and develop key fields.
Therefore, the policy of considering and granting scholarships will attract and encourage young talents to study, research and work in the above fields, while helping learners reduce financial difficulties in the learning process.
Mr. Thinh said that the draft decree stipulates scholarship policies for students majoring in basic science, key engineering and strategic technology, including 4 chapters and 17 articles.
The students that the draft decree intends to target are students, graduate students, and graduate students, and are continuing to seek opinions from high school students and vocational training students.
It is expected that this policy will apply to students in both public and non-public schools, who will be awarded scholarships and living support expenses if they meet the conditions.
The proposed living allowance cost is 3.63 million VND/month, up to 10 months/school year.
In addition, high school and graduate students with excellent academic results will be awarded a scholarship of 100% of tuition fees. For the good and good groups, the scholarships are 70% and 50% respectively. The specific figure will be based on the tuition ceiling prescribed in the Government decree.
Each school year, educational institutions organize the consideration of scholarship support and living expenses in 2 phases, on October 31 and March 31 every year.
