On June 20, Deputy Director of the Department of Food Safety (Ministry of Health) Nguyen Minh Hang signed a document requesting the revocation of the healthy food product Hai Be delicious syrup, which is counterfeit nationwide.
According to the Ninh Binh Provincial Police's website, the results of the quality assessment of health protection food products of delicious Hai Be syrup show that the main indicators such as Vitamin A, Calcium, Vitamin C only reached less than 70% compared to the announcement. This product was announced by Hai Be Company Limited and is responsible for quality. Currently, the Investigation Police Agency of Ninh Binh Provincial Police has initiated a case for investigation according to the provisions of Clause 1, Article 193 of the 2015 Penal Code.
Faced with this situation, the Food Safety Department issued Official Letter No. 1324/ATTP-PCTTR dated June 20, 2025, requesting the Department of Health of provinces and cities, the Department of Food Safety of Ho Chi Minh City, the Food Safety Management Board of Da Nang City and the Department of Food Safety and Hygiene of localities to review, inspect and coordinate to recall all Hai Be delicious syrup products that are counterfeit goods still circulating on the market. At the same time, relevant units need to coordinate with the Investigation Police Agency of Ninh Binh Provincial Police to handle the case according to the law.
The Department also emphasized the requirement for localities to continue to strictly implement Official Dispatch No. 41/CD-TTg, Official Dispatch No. 55/CD-TTg and Directive No. 13/CT-TTg of the Prime Minister on strengthening the handling of cases of production and trading of fake medicine, milk and health protection foods, while promoting the fight against smuggling, trade fraud and counterfeit goods in the new situation.
Ninh Binh Provincial Police arrested Le Van Hai (born in 1995, residing in Van Phu Commune, Nho Quan District) - owner of the TikTok channel "Gia gia Hai Sen" with 2.6 million followers - to investigate goods trading activities on social networks.
Le Van Hai is known for a series of fun situation clips, then taking advantage of the appeal of social networks to promote and advertise products such as delicious Hai Be syrup, Chinese ginseng, Hai Sen deodorant spray... These products are all announced by Hai Be Company Limited but are actually hired by processing workers to sell online. Hai admits to being the company's director, advertising natural products, but the company has only been in operation for about two years.
