Hanoi City People's Committee is seeking opinions on a draft resolution regulating the mechanism for supporting semi-boarding meals for primary school students in Hanoi City from the 2026-2027 school year.
The draft resolution stipulates a mechanism to support semi-boarding meals for elementary school students currently studying at educational institutions (excluding foreign-invested educational institutions) in Hanoi City from the 2026-2027 school year.
At the same time, the draft resolution inherits some principles when building Resolution No. 18/2025/NQ-HĐND stipulating the mechanism for supporting semi-boarding meals for elementary school students in the City in the 2025-2026 school year.
Two groups of elementary school students are proposed for support with specific levels:
Group 1: For students who are children of ethnic minority areas, mountainous areas and sandbanks in the Red River; students from poor households, near-poor households; disabled students; students who are orphaned of both parents, abandoned, without a source of support; students who are subject to social protection according to the provisions of law; students who are children of people with meritorious services to the revolution, the support level is 40,000 VND/student/day.
Group 2: For students in the remaining areas, the support level is 28,000 VND/student/day.
Thus, the new proposed level has increased by 8,000 - 10,000 VND compared to Resolution No. 18/2025/NQ-HĐND.
In case parents and the school agree on a higher meal allowance than the state support level, the difference will be collected from students (ensuring a minimum meal allowance of 40,000 VND/student/day).
The expected support period is from the 2026-2027 school year (according to the actual number of eating days, not exceeding 9 months/school year).
The source of support funds is the state budget according to decentralization.
Hanoi City People's Committee expects the number of students in the 2026-2027 school year to be 747,890 students, corresponding to a total proposed budget estimate of about 3,644.037 billion VND.
Previously, the Hanoi People's Committee had an assessment after 1 school year of implementing Resolution No. 18/2025/NQ-HĐND stipulating the mechanism for supporting semi-boarding meals for elementary school students in the City in the 2025-2026 school year.
The policy of supporting semi-boarding meals has created clear changes in physical health, health and comprehensive development of primary school students. Food support helps educational institutions have conditions to improve the quality of meals, increase protein-rich foods, micronutrients, milk, fresh fruits; ensure the balance of groups of substances according to the development needs of primary school students.
According to summary reports from educational institutions, after a period of policy implementation, most students have positive improvements in physical condition; average height increased from 1.5cm to 3cm, especially some students increased by 5cm/school year, weight increased from 1 kg to 3.3 kg.
The rate of underweight, stunted and physically weak students is trending downwards, especially in difficult areas, suburban areas and places with many policy students...
