The Ministry of Education and Training (MOET) is soliciting opinions on the draft resolution of the National Assembly on a number of specific mechanisms and policies to implement breakthroughs in education and training development.
According to the draft, the Ministry of Education and Training proposes to increase special allowances for teachers. In particular, raising the vocational preferential allowance to a minimum of 70% for preschool, primary and secondary school teachers; 30% for school staff; 100% for teachers working in areas with particularly difficult socio-economic conditions, educational institutions for people with disabilities, and specialized schools.
The proposal is part of the roadmap for realizing the decisions in Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development.
One of the solution tasks stated in Resolution 71 that many teachers are interested in is: "Having special and outstanding incentive policies for the teaching staff; raising vocational incentives for preschool and general education institutions to a minimum of 70% for teachers, a minimum of 30% for staff, 100% for teachers in areas with special difficulties, border areas, islands, and ethnic minority areas.
According to Joint Circular 01 2006 of the Ministry of Education and Training, the Ministry of Home Affairs, and the Ministry of Finance, the current preferential allowance for teachers is different.
General education teachers in plains and cities are entitled to 30%, while preschool and primary school teachers in the same area are entitled to 35%. Teachers working in disadvantaged areas are entitled to a high preferential allowance of 50%.
With the proposal to increase allowances according to the draft just announced by the Ministry of Education and Training, the group of new teachers and teachers with less seniority are the groups that benefit the most.
Currently, this group of teachers has low income due to preferential allowances from 30-35%, and does not have or has very little seniority allowance. When the preferential allowance is increased to a minimum of 70%, the income of young teachers will nearly double.
For general education teachers in the plains, the city currently has the lowest preferential allowance rate (30%). Increasing allowances to a minimum of 70% will help increase teachers' income by more than double, narrowing the income gap compared to teachers in disadvantaged areas.
As for preschool and primary school teachers in the plains, the city will benefit greatly when the allowance is doubled to 70%.
According to Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers, Ministry of Education and Training, to ensure the effectiveness of the Law on Teachers from January 1, 2026, the Ministry of Education and Training must advise and submit to the Government to issue 3 Decrees and issue many Circulars under its authority.
3 Decrees include: Decree detailing a number of articles of the Law on Teachers; Decree regulating salary policies, allowance regimes, support and attraction policies for teachers; Decree regulating preferential allowances according to the profession for civil servants in the education sector.
Regarding the implementation roadmap, according to the Government's requirements, the Decree on preferential allowances for teachers must be submitted to the Government before October 15, 2025.
